Dangote Refinery Denies Importing Bad Fuel, Says Product Was Only Feedstock

In a statement released Friday, the refinery clarified that the shipment in question was not finished petrol but intermediate feedstock—a raw material that still requires refining before it becomes market-ready fuel.

“We did not import any bad or substandard fuel into Nigeria,” the company said. “The material imported was feedstock for refining, not finished petroleum products for sale or use.”

Dangote Refinery explained that its operations follow both Nigerian and international quality standards. The company emphasized that all its products are fully tested and certified before being released into the market.

Commitment to Quality Standards

According to the refinery, its products meet the specifications set by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) and also align with global fuel standards.

It noted that the refinery already exports refined fuel to the United States and Europe, which require some of the world’s highest environmental and safety standards. The company also said it maintains full transparency by providing regulators with quality certificates for every batch of imported or refined material.

“We are ready to make our quality documents public to clear any doubts about the integrity of our operations,” the statement added.

Marketers and Regulators React

The Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) responded to the controversy, saying its members have not imported any substandard fuel. The association noted that all importers operate strictly under NMDPRA’s approval and guidelines.

DAPPMAN also said regulators recently reviewed fuel quality standards, lowering the sulphur content in petrol and diesel from 200 parts per million (ppm) to 50 ppm to protect engines and the environment.

Meanwhile, the NMDPRA also dismissed allegations of bad fuel imports. The agency said that all fuel imported or produced locally is tested and certified before distribution.

An NMDPRA official explained that the average sulphur content in fuel circulating across the country remains within the approved limit. The agency added that some local refiners have been granted a grace period to adjust their operations, but Dangote Refinery has already met the standard.

Understanding Feedstock

Industry experts said feedstock is a normal input in refining operations. It refers to crude or partially processed oil that refineries convert into final products such as petrol, diesel, and aviation fuel.

They explained that importing feedstock does not mean bringing in ready-to-use fuel. Instead, it allows the refinery to process and blend the product to meet national and international standards.

Why the Issue Matters

Fuel quality remains a sensitive topic in Nigeria due to past incidents of adulterated petrol, which caused engine damage and public outrage. Regulators have since tightened control to ensure cleaner fuel with lower sulphur levels, which reduce air pollution and improve vehicle performance.

Analysts say the current disagreement reflects wider competition between local refiners and fuel importers. While Dangote pushes for stricter quality control and greater reliance on locally refined products, marketers warn that sudden regulatory changes could affect prices and supply.

Despite the controversy, Dangote Refinery reaffirmed its commitment to producing and supplying high-quality fuel to Nigerians and the global market.

“Our goal is to make Nigeria self-sufficient in clean energy and reduce dependence on imported fuel,” the company said.
