Tinubu Extends Marwa’s NDLEA Reign In Bold Anti-Drug Push.

President Bola Tinubu has approved a fresh five-year term for Brigadier-General Mohammed Buba Marwa (rtd) as Chairman of the National Drug Law Enforcement Agency (NDLEA). With this extension, Marwa—an Adamawa-born retired military officer—will continue to lead the anti-narcotics agency until 2031. The presidency noted that his first term was marked by significant achievements, including the arrest of about 73,000 drug traffickers and cartel leaders, as well as the confiscation of more than 15 million kilograms of assorted illicit substances.

The President highlighted Marwa’s role in intensifying nationwide campaigns against drug abuse, describing his reappointment as an endorsement of his commitment to combating narcotics across the country. Tinubu urged him to sustain the momentum in the fight against those driving the illegal drug trade, particularly individuals preying on young Nigerians.

According to Nivo News, the presidency recalled that Marwa was initially appointed by former President Muhammadu Buhari in January 2021, following his service as Chairman of the Presidential Advisory Committee for the Elimination of Drug Abuse from 2018 to 2020. His career includes serving as military governor of Lagos and Borno States, and holding various strategic roles within the Nigerian Army, including brigade major of the 23 Armoured Brigade and Aide-de-Camp to the then Chief of Army Staff, Lieutenant-General Theophilus Danjuma.

Marwa also served as academic registrar of the Nigerian Defence Academy, as well as Deputy Defence Adviser at the Nigerian Embassy in Washington, DC, and later Defence Adviser to Nigeria’s Permanent Mission to the United Nations. He holds two postgraduate degrees: a Master of Public and International Affairs from the University of Pittsburgh and a Master of Public Administration from Harvard University.

The Federal High Court in Kano has delivered a landmark ruling declaring that the Federal Road Safety Corps (FRSC) does not have the legal authority to conduct operations on state and local government roads. Presided over by Justice M. S.   • Violation of Rights: The court determined that the FRSC infringed upon motorists’ constitutional rights to personal liberty and freedom of movement, as protected under Sections 35 and 41 of the 1999 Constitution, by stopping, questioning, and delaying them without lawful authority.

  • Legal Mandate: Justice Shuaibu affirmed that the FRSC’s enabling law restricts its enforcement powers to federal highways and does not authorize routine checks on township roads.

  • Injunction and Damages: The court granted a perpetual injunction to prevent FRSC officers from further harassing or stopping motorists on Kano State roads. Additionally, the FRSC was ordered to pay ₦800,000 in damages and costs, and to issue a public apology to the applicant, Abba Hikima, in a national newspaper.

The lawsuit was initiated by Kano-based lawyer Abba Hikima following an incident in July 2025, where he was stopped by FRSC officers for routine questioning despite committing no traffic offence. By granting all requested reliefs, the court has placed clear limits on the FRSC’s jurisdiction and reinforced constitutional protections for road users in areas outside federal highways.
