Co-chair of the Bill and Melinda Gates Foundation, Bill Gates, has raised concerns about Nigeria’s low tax collection rates, which hinder the country’s ability to finance critical sectors like health and education. His remarks were made during the Nutrivision 2024 conference, a Pan-African youth dialogue on nutrition held in Abuja.

Responding to a question about financing mechanisms for large-scale public health initiatives, Gates noted, “Over time, there are plans for Nigeria to fund the government more than it does today. The actual tax collection in Nigeria is pretty low.” He emphasized that to improve education and health services, citizens must develop confidence in the management of government programs.

Gates highlighted the importance of running an efficient primary healthcare system, stating that trust in government capacity to deliver quality healthcare depends on effective management of health program funds. He urged for well-placed and adequately staffed healthcare centers to ensure that resources are utilized effectively. “If citizens want the education and health services, they must see that these programs can be run well,” he added.

Building credibility in health programs could enhance fiscal flexibility, allowing Nigeria to prioritize funding for primary healthcare. Gates expressed excitement about the ongoing efforts to enhance the credibility of health initiatives, stating, “As you get some fiscal flexibility, primary healthcare should be amongst the priorities that should be very funded.”

In addition to healthcare, Gates expressed optimism about Nigeria’s agricultural potential, suggesting that with the right strategies, the country could shift from being a net food importer to a major food exporter. He emphasized the need for improved credit facilities, comprehensive soil surveys, and effective advisory services for farmers as essential steps for this transformation.

“Nigeria today is a net food importer, yet given its geography, if the right resources are available, there is an opportunity to more than double its food output,” Gates stated. He pointed out that boosting agricultural productivity, particularly in rural and northern regions, is vital for improving incomes.

Furthermore, Gates advocated for leveraging digital technologies and adopting improved seed varieties to trigger an agricultural “miracle” in Nigeria. Such advancements could enhance the economy while addressing equity and nutrition challenges across the nation.
