Under the leadership of President Bola Tinubu, the Nigerian government has allocated a staggering N3.2 trillion to the security sector within just one year. However, despite this significant financial commitment, the country continues to grapple with rampant kidnappings and killings.

Breakdown of Security Expenditures
In the third quarter of the 2023 fiscal year, the allocations were as follows:

Defence Ministry: N412 billion
Police Affairs Ministry: N150 billion
Office of the National Security Adviser: N31 billion
Interior Ministry: N64 billion
This totaled N657 billion for security agencies in the third quarter.

Moving into the fourth quarter, the distribution of funds increased:

Defence Ministry: N487 billion
Police Affairs Ministry: N282 billion
Interior Ministry: N119 billion
Office of the National Security Adviser: N113 billion
The total expenditure on security agencies and ministries in the fourth quarter reached N1 trillion. Consequently, the cumulative funding between the third and fourth quarters amounted to N1.657 trillion.

Continuing Financial Commitment
Data from the Open Treasury Portal indicates that from January to June 2024, the government continued its significant financial commitment to security:

Defence Ministry: N1.032 trillion
Federal Ministry of Police Affairs: N424 billion
Office of the National Security Adviser: N223 billion
This brings the total spent on security over the first half of 2024 to N1.6 trillion. Notably, the breakdown shows the Nigerian Army receiving N426 billion, the Navy N140 billion, and the Air Force N121 billion, with the Defence Intelligence Agency getting N13.7 billion.

From the third quarter of 2023 through the second quarter of 2024, the total expenditure on security ministries and agencies reached N3.2 trillion.

States Taking Initiative Amidst Insecurity
The federal government is not the only body incurring security-related expenditures. In response to escalating insecurity, several states in the Southwestern region have established their own security outfits, collectively known as Amotekun. Traditionally, security is an exclusive federal responsibility, yet states have felt compelled to act.

Although some argue that these local security units have made progress, challenges remain. For example, in Ondo State, women protested against kidnappings on their farms. The state government allocated N3.6 billion to the Amotekun security network over 27 months, yet many communities still live in fear.

Osun State has budgeted N100 million for Amotekun in 2024 and spent N39 million in the first half of the year. Other states, like Katsina, have similarly invested in their security, with N3.4 billion budgeted for internal security ministry expenditures in 2024, already spending N514 million in the initial six months.

Kaduna State has also planned to spend N15.4 billion on its internal security ministry for the same fiscal year.
