Recent documents acquired by SaharaReporters reveal troubling details about MRS Oil & Gas Co. Limited, owned by Sayyu Dantata, half-brother of billionaire Aliko Dangote. The company has been importing premium motor spirit (PMS), commonly known as fuel, into Nigeria from Malta. This discovery coincides with earlier findings that Matrix Energy Group, a prominent Nigerian energy company, is also sourcing fuel from Malta.

Aliko Dangote, the Chairman of Dangote Petroleum Refinery, recently highlighted a significant increase in fuel imports from Malta. In July, he accused certain individuals within the Nigerian National Petroleum Company Limited (NNPCL) of sabotaging his refinery by importing substandard petrol products into Nigeria. He alleged that these officials had set up a refinery in Malta, importing inferior fuel that could compromise vehicle performance in Nigeria.

Dangote stated, “Even at 650,000 bpm and 700,000 bpm that we are producing was a better quality than what was imported. I am sure most of you will have problems with your vehicle because of the bad fuel that were imported into the country.” He encouraged consumers to check the fuel quality at filling stations, asserting that imported products were often accompanied by fake certificates.

Nigeria’s fuel imports from Malta surged to an astonishing $2.8 billion in 2023. This is a dramatic increase compared to previous years, where the import value stood at $0 from 2017 to 2022 and just $13.32 million in 2016. In light of these revelations, Mele Kyari, the Group CEO of NNPCL, promptly dismissed Dangote’s claims, denying any connection to a Maltese refinery.

In a related development, BusinessDay uncovered documents outlining a complex scheme involving the importation of low-grade Russian petrol to Malta for blending before shipping to Nigeria. Matrix Energy has been implicated in importing these substandard products, blending them with higher-quality fuel, and distributing the mixtures in the Nigerian market.

Matrix Energy Group, led by CEO Abdulkabir Aliu, operates across both upstream and downstream segments of Nigeria’s oil and gas industry. Despite facing allegations, the company maintains it has consistently met approved specifications, although it has not denied importing petrol from Malta.

During a visit to the Dangote Refinery, the House of Representatives uncovered evidence of Matrix importing substandard diesel. Tests on diesel samples revealed alarmingly high sulphur levels, with Matrix showing 2,653 ppm—significantly above the permissible limit of 50 ppm.

Documents obtained by SaharaReporters further indicate that MRS Oil & Gas Co. Limited has been importing fuel from Malta, highlighting the involvement of major players in Nigeria’s petroleum industry in importing refined fuel. A letter dated March 4, 2024, from Moyosola Kuku, General Manager of Risk Management at MRS, was sent to the Managing Director of NNPCL. This letter details the submission of shipping and cargo documents for the delivery of fuel, confirming MRS’s operations.

The correspondence specifies the purchase of 91,219.232 metric tons of unleaded gasoline from PETROCAM DMCC, loaded onto the vessel MT AETHER in Malta. The letter outlines the transaction’s compliance with a February 2024 supply contract, indicating that MRS sold the full cargo to NNPC for delivery offshore Lagos.
