The Socio-Economic Rights and Accountability Project (SERAP) has issued a stern warning to the FCT Minister, Nyesom Wike, and the 36 Nigerian state governors, demanding detailed documentation regarding the allocation and expenditure of Federation Account Allocation Committee (FAAC) funds since 1999. Additionally, SERAP has called for collaboration with the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Economic and Financial Crimes Commission (EFCC) to oversee the expenditure of FAAC allocations and investigate any associated corruption allegations.
SERAP’s requests come in response to reports indicating that the FAAC distributed N1.123 trillion to federal, state, and local governments solely for March 2024, with states receiving N398.689 billion.
In Freedom of Information (FOI) requests dated April 20, 2024, and signed by SERAP’s deputy director Kolawole Oluwadare, the organization emphasized the necessity for transparency in the utilization of public funds, including FAAC allocations. They stressed that Nigerians have the right to know how these funds are spent to enable them to monitor their states’ actions effectively.
SERAP highlighted concerns about the misuse of trillions of FAAC allocations, posing a direct threat to the human rights of socially and economically vulnerable Nigerians. They demanded documentation on specific projects completed with FAAC allocations, details of salaries and pensions paid, and information on projects executed in hospitals and schools.
Furthermore, SERAP urged for transparency and accountability mechanisms to prevent embezzlement, misappropriation, or diversion of FAAC allocations into private pockets. They emphasized that Nigeria has legal commitments under the UN Convention against Corruption to ensure accountability in the management of public resources.
If the requested measures are not taken within seven days, SERAP threatens to take appropriate legal actions to compel compliance with their requests in the public interest.
This move by SERAP underscores the importance of transparency and accountability in the management of public funds, especially FAAC allocations, to ensure they are utilized for the common good and not misappropriated or diverted for personal gain.
