Speaking in an interview on Channels Television on Monday, Epelle described political appointments as a strategic game of chess, suggesting that the government often disregards public perception and the principles of federal character in making such decisions. He expressed doubts that President Bola Tinubu received sufficient guidance regarding Mahmoud’s appointment, implying that the move reflects a disregard for citizen concerns.

Epelle cautioned that Mahmoud’s nomination could negatively affect Nigeria’s diplomatic relations, noting that some Western countries perceive him as unfriendly to democratic processes. He argued that sending an envoy carrying political baggage could restrict Nigeria’s influence abroad, as such envoys may be barred from sensitive meetings or access to critical information.

The TAF Africa CEO added that he had anticipated Mahmoud would pursue academic or private endeavors after leaving INEC, and that his nomination to a diplomatic post came as a surprise. “Political appointment in general is a political chess game. They don’t respect federal character. They don’t respect the perception of the people. They have no regard for what the people think,” he said.

Epelle further stated that appointments are often decided by a small circle of presidential advisers, and he questioned the advice given to the president regarding Mahmoud. He emphasized the importance of understanding diplomatic sensitivities, warning that a politically controversial nominee could compromise Nigeria’s international relations. “If Mahmoud ends up in the US, it will be a disaster for us, because already they believe that he was not very friendly with democracy,” he said.

According to Naija News, the proposed law also targets the “promotion” or “financing” of homosexuality, aiming to crack down on organisations supporting sexual and gender minorities. Fines for the offence have been raised to a maximum of 10 million CFA francs ($17,609), though it remains classified as a misdemeanour rather than a crime. Lawmakers argued that the previous 1966 legislation was too lenient.

The bill categorises homosexuality alongside necrophilia and bestiality under “acts against nature” offences but also criminalises false accusations of homosexual acts without proof.

Currently, over 30 of Africa’s 54 countries criminalise same-sex sexual acts. Senegal now joins nations such as Kenya, Sierra Leone, and Tanzania, where penalties can reach 10 or more years in prison. In Somalia, Uganda, and Mauritania, the offence can carry the death penalty.

Religious groups promoting Islamic values have supported the measure, organising rallies in recent weeks. Police have reportedly arrested at least a dozen individuals suspected of homosexual activity.

The bill fulfils a campaign promise made by Sonko while in opposition and represents a major shift in Senegal’s approach to homosexuality, reflecting conservative social attitudes in the predominantly Muslim nation.
