Tinubu Orders 72-Hour Payment Of Health Workers’ Arrears Amid Nationwide Strike.

According to Nivo News, the directive followed the indefinite strike declared by the National Association of Resident Doctors (NARD) over the government’s failure to address their long-standing welfare demands.
In a statement issued on Saturday, November 1, the Head of Information and Public Relations at the Federal Ministry of Health and Social Welfare, Alaba Balogun, disclosed that President Bola Ahmed Tinubu ordered the expedited payment to ensure prompt resolution of the crisis.
Balogun revealed that in August 2025, the government disbursed ₦10 billion to begin offsetting seven months’ arrears resulting from the 25–35 per cent salary review under the Consolidated Medical Salary Structure (CMSS) and Consolidated Health Salary Structure (CHSS). He further noted that as of October 30, ₦21.3 billion had already been transferred to the Integrated Personnel and Payroll Information System (IPPIS) for continued payments.
The ministry confirmed that an additional ₦11.995 billion would be released within 72 hours to cover other outstanding allowances, including accoutrement benefits. Resident doctors and other medical workers are already benefiting from these disbursements in line with existing salary frameworks in the health sector.
Furthermore, Balogun stated that ₦10.6 billion has been fully released for the 2025 Medical Residency Training Fund (MRTF), which has been paid directly to resident doctors nationwide.
He added that the Federal Government has approved special waivers to fast-track the recruitment of healthcare professionals across 58 federal tertiary institutions. So far, over 20,000 health workers have been employed, while another 15,000 positions have been approved for 2025.
Balogun noted that these measures are part of a broader plan to strengthen the nation’s healthcare system by ensuring hospitals are adequately staffed, well-equipped, and capable of delivering quality care to citizens.
According to him, negotiations with health unions — including NARD, the Joint Health Sector Unions (JOHESU), and the National Association of Nigerian Nurses and Midwives (NANNM) — are ongoing under the supervision of a professional negotiator, Prof. Dafe Otobo, to resolve contentious welfare and salary issues.
A joint meeting between the unions, the Health Ministry, and the negotiator held on October 24, where discussions focused on specialist allowances, salary relativity, and other welfare-related matters. The Federal Ministry of Labour and Employment has also indicated its readiness to finalise the collective bargaining process once all parties reach an agreement.
