Lagos Government Halts Illegal Land Reclamation Along Orchid Road

The state’s Commissioner for Environment and Water Resources, Tokunbo Wahab, led a joint enforcement team that visited the area over the weekend. The team found developers sand-filling parts of the river channel and building structures for sale without government approval.

During the inspection, Wahab expressed disappointment over the scale of illegal work taking place, saying the actions were putting lives and properties at risk.

“What we have seen here is heart-wrenching. People are reclaiming parts of a natural river channel to build houses and estates. This is unacceptable and dangerous,” Wahab said.

He explained that the reclamation works were discovered around Partibons Homes Estate and Bee-Forth Estate Phase II, where drainage routes that connect to the lagoon had been blocked. The government noted that these developments violated environmental regulations and could worsen flooding in surrounding communities.

As part of the operation, officials sealed off multiple project sites and issued a stop-work order. The team also demolished 17 houses already built on the right-of-way of the Ikota River in Oral Estate II, saying they encroached on natural drainage lines.

Wahab said many of the developers had earlier received abatement notices in September warning them to stop encroaching on wetlands and powerline corridors, but most ignored the directive.

“Flooding cannot be completely stopped, but we can reduce its impact when people obey environmental laws. We will not allow anyone to destroy our drainage systems or build on waterways,” he said.

He also warned potential property buyers to verify the authenticity of any land in the area before purchasing, stressing that plots being sold in reclaimed zones are illegal and would be recovered by the government.

The Commissioner for Transportation, Seun Osiyemi, who was part of the inspection, said ongoing state infrastructure projects, including the upcoming Green Line Rail, must comply with environmental regulations. He noted that the state would not hesitate to remove any structure that disrupts drainage alignment or violates the Lekki Master Plan.

The government emphasized that all ongoing reclamation along the Ikota River and Orchid Road must stop immediately until developers secure proper approvals such as Environmental Impact Assessments (EIA) and drainage clearance permits.

Officials said the state will continue monitoring the area to ensure compliance. They also warned that more illegal sites may be decommissioned, and offenders could face prosecution.

Residents living around the affected communities have been advised to cooperate with enforcement teams and report any new cases of illegal reclamation or sand-filling to the Ministry of Environment.

The Lagos State Government reaffirmed its commitment to protecting wetlands, restoring blocked drainage channels, and preventing future flooding disasters across the state.

“Our environment is our collective responsibility. When people block natural channels, the entire community suffers. We will continue to enforce the law to safeguard lives and properties,” Wahab said.

The Orchid Road operation is part of the government’s wider effort to control unapproved developments across Lagos, especially in low-lying areas prone to flooding.
