Hands Off Amnesty! DHQ Distances Military from Soft Approach to Terror

Major General Markus Kangye, Director of Defence Media Operations, made this clarification during a press briefing in Abuja on Thursday. His statement followed recent reports of bandit leaders in Katsina State laying down arms and releasing hostages in exchange for amnesty.
Kangye acknowledged that the development reflects the success of the military’s kinetic and non-kinetic strategies but stressed that amnesty decisions are outside the military’s scope.
“Amnesty is not part of our mandate. We operate strictly within the bounds of our rules of engagement and directives,” he said. “Once suspects are apprehended, it is up to the relevant authorities to determine if amnesty is appropriate, based on the circumstances and applicable procedures.”
Also speaking at the briefing, the Director of Defence Information, Brigadier General Tukur Gusau, addressed concerns regarding the continued detention of leaders from the Okuama community in Delta State, despite reports of a court order for their release.
Gusau clarified that the Defence Headquarters had not been served with any such injunction. “We have not received any court order. Should we receive one, our legal team will evaluate it and advise accordingly,” he said.
Responding to questions about the denial of visitation rights to the detainees, Gusau said, “There has been no formal request made to us. If such requests exist, perhaps they’re only being reported in the media. There is a due process to follow, and once it is adhered to, we will act accordingly.”
The Okuama community leaders were detained following the tragic ambush on March 14 that claimed the lives of four officers and 13 soldiers on a peace mission—an incident that sparked national outrage.
Military Records Major Gains
Major General Kangye went on to highlight the military’s achievements in June, stating that troops neutralized multiple high-profile terrorist leaders, arrested 1,191 suspects, and rescued 543 kidnap victims. Additionally, 682 terrorists and their families surrendered.
Among the notorious figures eliminated were Amir Abu Fatimah, Kinging Auta, Abdul Jamilu, Salisu, Mallam Jidda, Maiwada, Mai Dada, and Nwachi Eze, also known as Onowu.
“Just two days ago, Yellow Danbokkolo, a feared bandit kingpin, died from wounds sustained during an engagement with troops last week, where many of his top aides were also taken out,” Kangye noted.
He also revealed the arrest of several wanted arms dealers and kidnappers, including Buhari Umar, Hassan Mohammed, Saleh Sani, and Shittu Muazu Bakassi.
Niger Delta Operations Thwart Oil Theft
In the Niger Delta, Kangye said troops under Operation DELTA SAFE thwarted illegal oil operations worth over ₦3.5 billion. The troops recovered 2.38 million litres of stolen crude oil, more than 600,000 litres of illegally refined diesel, and tens of thousands of litres of other petroleum products.
He added that 174 illegal refineries were destroyed, and 45 vehicles used in the illicit trade were seized.
