Oyo Declares War on Unregistered Okada Riders — ‘Coded Jackets’ Now Mandatory

In a statement issued on Saturday in Ibadan, Chairman of the Oyo State Road Traffic Management Authority (OYRTMA), Adekoya Adesagba, emphasized that any rider caught flouting the directive would be prosecuted and barred from operating on state roads. He also urged residents to patronise only operators wearing the designated jackets, which are embedded with scannable QR codes for identification and security purposes.
Adesagba cited recent incidents to justify the clampdown, including an armed robbery at Bodija Market and another case in the Challenge Area where a passenger was robbed by a fake Okada rider. A kidnapping attempt was also reportedly thwarted around the UI-Agbowo axis after locals raised concerns about unidentified riders not wearing the official gear.
“The QR jackets enable real-time identity verification, help prevent crime, facilitate emergency tracking, and boost public confidence in motorcycle transport,” he said.
The OYRTMA chairman warned that daily enforcement raids would continue, with non-compliant motorcycles impounded and violators facing fines and possible prosecution.
He added that the initiative, originally launched in November 2023 under the State Residents’ Registration Scheme, had provided jackets free of charge to encourage compliance. However, uptake has remained low, giving room for criminal infiltration into the system.
The directive has been reinforced by the Office of the Governor through the Senior Special Assistant on ICT and E-Governance, Adebayo Akande, who tasked OYRTMA with scaling up enforcement and public education efforts.
“This policy is ultimately about ensuring the safety and well-being of our citizens. We will not allow defaulters to jeopardise public security,” Adesagba declared.
