According to the JIC, the affected suspects are part of the 1,877 individuals arrested and investigated for alleged involvement in insurgency and terrorism-related offenses across the North-East.

Speaking to journalists on Tuesday, the Acting Commander of the JIC, Colonel A.U. Ahmed, represented by Olugbenga Adeniyi, said that suspects had been categorized based on the severity of their involvement and legal recommendations from the Complex Casework Group.

“After investigations, the detainees were grouped into three categories—those to be prosecuted, those for rehabilitation, and those eligible for reintegration,” he said.

According to Ahmed, individuals recommended for prosecution were transferred to the Giwa Centre in Kainji, while others were sent to Operation SAFE CORRIDOR for rehabilitation or handed over to the Borno State Government for community reintegration.

Despite these efforts, the commander lamented that the slow judicial process has left hundreds of suspects in detention long after their case files were ready.

“Most of the detainees are still awaiting prosecution. The delay in legal proceedings is the main reason for their prolonged custody,” Ahmed noted.

He also cited several operational and systemic challenges contributing to the delay, including the difficulty of accessing witnesses, restricted access to crime scenes, and the reluctance of witnesses to testify.

“Many investigators cannot return to crime scenes due to security concerns, and several witnesses are unwilling to come forward, further stalling the legal process,” he added.

The JIC has called for urgent judicial reforms and stronger inter-agency collaboration to ensure swift justice for both suspects and the victims of terrorism in the region.
