The Nigerian Correctional Service (NCoS) has expressed concerns about the societal stigmatization and rejection that are pushing many former inmates to return to correctional facilities after their release.

This issue was highlighted by the Controller General of the NCoS, Haliru Nababa, during the annual national conference of The Podium, a social platform for justice, held in Abuja. Represented by the Non-Custodial Head, DCG Abolade Benson, Nababa revealed the challenges of reintegrating ex-inmates into society due to negative perceptions.

“Our primary duty is to reform, and we are trying our best. Unfortunately, many people still view individuals who leave correctional facilities as criminals, even after they have served their time and secured their freedom,” said Nababa. He further emphasized that societal rejection plays a key role in making former inmates feel more comfortable returning to prison than re-entering society.

Government Response to Inmate Welfare

Nababa commended President Bola Tinubu and the Minister of Interior, Olubunmi Tunji-Ojo, for their efforts to improve inmate welfare, particularly through the review of the daily feeding allowance for inmates, which has been increased to N1,250. This adjustment was made to address rising food costs and ensure inmates receive proper nourishment.

“Before the recent increase, the allowance was N750 per day. Thanks to the efforts of President Bola Tinubu and the Minister of Interior, it has been raised to N1,250, allowing us to better meet the needs of the inmates,” Nababa stated.

Currently, the NCoS reports that there are 84,575 inmates in correctional facilities across Nigeria.

Police Call for Judicial Efficiency

Inspector General of Police Kayode Egbetokun, represented by Assistant Commissioner of Police Tino Dangana at the conference, urged the public to be mindful of the police’s limited role in the legal process. He explained that while the police are responsible for arresting and charging suspects, it is ultimately the court’s responsibility to convict or release them. Egbetokun also highlighted that courts can only authorize a maximum of two weeks for suspects to be remanded in police custody.

“Our duty is to arrest and charge suspects to court. It is up to the judiciary to determine their fate. However, there is a gap in the process, and our courts are becoming overburdened,” Egbetokun explained.

Improving Trust and Combating Corruption

Felix Akpoi, the convener of The Podium for Social Justice, praised the improvements in the Nigerian Police and correctional services but acknowledged that trust and corruption remain significant issues in the system. He pointed out that these challenges continue to hinder the full potential of correctional reforms, noting that social justice is key to overcoming them.

“Many people have asked how Nigeria can achieve the kind of correctional facilities seen in countries like Turkey. The answer lies in addressing the ‘trust factor.’ Who do we trust to manage the resources efficiently?” Akpoi questioned, while expressing optimism that improvements can be achieved over time.

He also remarked on the role of religious institutions in promoting social justice, stating that despite the prevalence of crime, religious leaders continue to preach against wrongdoing. Akpoi concluded by saying that, like religious leaders, those advocating for reform will persist in their efforts, hoping for positive change in the near future.
