The Federal Government has announced a significant policy change affecting federal universities and research institutions. The exclusion of third-party research grant funds from the Treasury Single Account (TSA) is set to enhance the financial autonomy of these institutions, fostering an environment conducive to research and innovation.

A letter from the National Universities Commission (NUC) to Vice Chancellors, dated September 6, 2024, detailed the directive. The Minister of Education, Professor Tahir Mamman, communicated this decision from the President to the Coordinating Minister of Finance and National Economy, Wale Edun.

The recent directive not only exempts research grant funds from the TSA but also allows universities and research institutions to manage their endowment fund accounts in commercial banks. This move is expected to empower these institutions, enabling them to make more autonomous financial decisions.

The letter, signed by the Acting Executive Secretary of the NUC, Chris Maiyaki, references the communication from the Honourable Minister of Education. It also cites a prior correspondence from the Principal Secretary to the President, highlighting the importance of this decision for the future of higher education and research in Nigeria.

By granting financial autonomy, the government aims to promote research and innovation across federal universities and research institutions. This strategic shift is seen as a way to improve funding management, allowing institutions to more effectively utilize research grants to drive scientific advancements and academic excellence.

This directive comes alongside several other educational reforms, including maintaining the VAT rate at 7.5% and a recent move to restrict candidates under 18 years from taking the Senior Secondary Certificate Examination (SSCE) and Unified Tertiary Matriculation Examination (UTME). These measures reflect the government’s commitment to enhancing the educational landscape in Nigeria.
