The Minister of Power, Adebayo Adelabu, has disclosed a concerning revelation regarding a substantial fund of N32 billion earmarked for the supply of three million prepaid meters in 2003. In 2003, the federal government engaged in a tripartite agreement with Messrs Ziklagsis Network Limited and Unistar International for the provision of meters to Electricity Distribution Companies (DisCos) across the country within a span of three years. As part of this agreement, a “revolving metering loan” of N32 billion was disbursed to Messrs Ziklagsis to initiate the project.
However, despite the release of this substantial sum, the project failed to materialize, and the funds remained dormant in the bank accounts of Ziklagsis. Over the years, the funds transitioned through various banking institutions, from Prudent Bank to Skye Bank, Polaris, and finally, Providus Bank.
Adelabu highlighted the government’s intention to utilize the meters for ministries, departments, and agencies (MDAs) to accurately monitor their energy consumption and mitigate accumulating debts. Additionally, he addressed concerns regarding the recent mass metering initiative for military formations, asserting that due process was followed.
Upon the Nigerian Army’s request for assistance in settling its outstanding electricity debts and metering its establishments, Adelabu engaged in efforts to retrieve the unused funds from Ziklagsis. Following approval from the presidency, a portion of the fund, totaling N12.7 billion, was allocated to De Haryor Global Services to kickstart the installation of procured smart meters.
The Minister expressed bewilderment at the prolonged dormancy of funds intended for a crucial national project and emphasized the importance of their recovery. Adelabu called for acknowledgment of his endeavors in facilitating the retrieval of the revolving meter fund, enabling the project’s eventual commencement after two decades of stagnation.
