The initiative was announced by the Minister of Marine and Blue Economy, Dr. Adegboyega Oyetola, in a statement issued by his Special Adviser, Dr. Bolaji Ajibola. The project expands upon the government’s existing modernization plan for the Apapa and Tin Can Island ports in Lagos, aiming to deliver a more balanced and efficient national port system.
Boosting Efficiency and Decentralizing Cargo Traffic
Minister Oyetola explained that expanding infrastructure renewal beyond Lagos will establish alternative commercial gateways, easing severe traffic congestion around the nation’s primary port corridors while drastically improving regional trade connectivity.
“This approval marks another important step in our determination to transform Nigeria’s maritime infrastructure and unlock the enormous economic potential of our ports,” Oyetola stated. “President Bola Ahmed Tinubu has made it clear that infrastructure renewal and economic diversification are central to economic growth.”
He added that upgrading the four regional facilities will streamline cargo handling, accelerate vessel turnaround times, and significantly lower freight logistics costs for businesses.
Strategic Vision: Deep Seaports and Multimodal Logistics
The minister emphasized that modernizing existing ports is only one phase of a broader maritime strategy. The Federal Government is also facilitating several new greenfield projects across the country, including:

The ultimate objective is to integrate these port facilities into a seamless multimodal logistics network—connecting shipping routes directly to road, rail, and inland waterway networks.
“Our ambition is to build a port system that is efficient, transparent, and globally competitive,” Oyetola added. “Nigeria has the geography, market, and maritime resources to become a leading maritime hub. Our responsibility is to provide the infrastructure and policies to turn that potential into sustainable economic value.”
The Ministry pledged to collaborate closely with state governments, terminal operators, and international shipping lines to ensure the projects deliver maximum economic value under the administration’s Renewed Hope Agenda.
