Tinubu made the remarks on Thursday while speaking on the sidelines of the 13th Africa CEO Forum in Rwanda, where he emphasized that Nigeria’s large population and heavy reliance on petroleum products make domestic refining essential for national survival.

He noted that ongoing global conflicts and instability in key energy supply routes have highlighted the urgent need for Nigeria to reduce its dependence on imported refined fuel. According to him, supporting local refining projects is a strategic move to strengthen the country’s energy security.

The President stressed that the Federal Government’s support for the Dangote Refinery was deliberate and aimed at safeguarding Nigeria against external supply shocks.

He said Nigeria, with over 200 million people, cannot afford to depend solely on imported petroleum products, especially in times of global crisis.

Tinubu also praised industrialist Aliko Dangote, describing the refinery as a major national asset and a bold private-sector investment that carries significant risk. He said such initiatives deserve strong government encouragement.

According to him, his administration provided support through regulatory facilitation, including assistance with licensing and crude supply arrangements, to ensure the project’s success. He noted that the refinery has already begun contributing to domestic fuel production and exports, including petroleum products and aviation fuel.

The President explained that this kind of collaboration between government and private investors is necessary to build local capacity and reduce Nigeria’s long-standing dependence on imported fuel.

His comments come amid ongoing global energy uncertainties, driven by geopolitical tensions and disruptions in major oil-producing regions, which have continued to affect fuel prices and supply stability worldwide.

Tinubu reaffirmed that local refining is now a national necessity rather than an option, adding that his administration will continue to support initiatives aimed at improving energy security and strengthening Nigeria’s economic resilience.
