Naija News reports that the announcement was made by the Commissioner for Information, Dr. Law Mefor, during a press briefing in Awka on Saturday, following the conclusion of the Anambra State Executive Council (ANSEC) end-of-tenure retreat.
Mefor explained that the new pro-rata policy responds to deliberate absenteeism by civil servants, even as security in the state has improved.
“The workers were taking advantage of the sit-at-home, knowing they would still be paid regardless of attendance. Ordinarily, this should be treated as absenteeism, which could lead to dismissal under civil service law, but we are introducing a fairer approach. From February, salaries will be paid pro-rata,” Mefor said.
Under the policy, civil servants will now be required to clock in and out every Monday to ensure accurate attendance records. He emphasized that the longstanding four-year pattern of skipping work on Mondays is no longer justifiable.
“Past issues like insecurity and transport challenges no longer apply. These are not valid reasons to stay away from work,” Mefor said, stressing that absenteeism on Mondays has significantly affected productivity and revenue.
“If staff of the Anambra Internal Revenue Service and other MDAs are absent on Mondays, the state loses substantial revenue and slows down essential work,” he added.
Markets May Resume As Security Improves
The government also revealed ongoing discussions with market leaders to encourage full business activity on Mondays, alongside increased security deployments to reassure traders and residents.
“The state cannot ask markets and informal sectors to resume work while its workforce refuses to show up,” Mefor noted. Rejecting suggestions to swap Mondays for Saturdays, he added:
“Do we now give up Monday and take Saturday as a working day? That would be absurd and mean yielding to whoever introduced the sit-at-home. We would be the only state working on Saturdays in Nigeria.”
Mefor clarified that salary deductions will be based on a 24-day working month, with pay calculated according to actual attendance.
“Every naira spent must reflect fairness, efficiency, and sustainability. That’s why the pro-rata system is being introduced,” he said.
He concluded by highlighting the economic impact of the sit-at-home across the South-East, noting that Anambra can no longer absorb such losses.
“This decision has been taken by the state government, and implementation has already begun,” Mefor affirmed.
