Speaking during the launch of the Enterprise Content Management System (ECMS) at the Federal Ministry of Justice in Abuja, Fagbemi also inaugurated renovated facilities, including a staff clinic, sports centre, creche, and staff canteen. The ECMS is a digital platform designed to create, process, approve, store, and retrieve official documents electronically, marking a significant step away from manual record-keeping.
According to Fagbemi, the ministry’s adoption of the ECMS signals a departure from the inefficiencies of traditional, paper-based workflows. “By digitizing our correspondences, emails, and legal documents, we are dismantling the bureaucratic bottlenecks that have historically slowed the wheels of justice,” he said, noting that the transition is aligned with the Federal Civil Service Strategy and Implementation Plan (FCSSIP25), the Renewed Hope Agenda, and the National Policy on Justice.
Fagbemi emphasized that the initiative is not merely technological but a governance reform aimed at enhancing institutional memory, decision-making, record security, workflow discipline, and overall accountability. “Our goal is clear: to build a justice sector that is modern, efficient, and citizen-driven,” he added.
The Attorney General also highlighted the ministry’s focus on staff welfare and workplace modernization, reflecting service-wide reforms championed by the Office of the Head of the Civil Service of the Federation. He expressed gratitude to partners and stakeholders, including the Aig-Imouekhede Foundation and legal experts, for their contributions.
In her address, the ministry’s Solicitor-General and Permanent Secretary, Mrs. Beatrice Jeddy-Agba, reported that 6,241 physical files, comprising 331,297 pages, had been successfully digitized and uploaded to the ECMS within eight weeks. She added that all staff now have official email accounts, departmental champions have been trained, and standard operating procedures for document tracking, approvals, and workflow management have been established.
“The ECMS ‘Go-Live’ ceremony we celebrate today marks the end of the era of paper-heavy processes. By digitizing our emails, files, and communications, we are embracing a modern, paperless culture that prioritizes efficiency and transparency,” Jeddy-Agba stated.
