The Mechanism of the Fraud

  • Forged Credentials: Adeyemi reportedly utilized a fake appointment letter dated March 8, 2024, which featured a forged signature of Chief of Staff Femi Gbajabiamila and appeared to be on State House letterhead.

  • Institutional Access: In July 2025, the OAGF requested the CBN to open domiciliary accounts for the council, which the CBN confirmed by August 13, 2025.

  • Self-Accounting Status: By claiming a fake Administrative Code, Adeyemi successfully lobbied the OAGF to grant the PFIPC provisional self-accounting status in May 2025.

  • Physical Operations: After requesting office space from the OSGF in November 2024, Adeyemi was eventually able to operate out of the Federal Secretariat Complex in Abuja.

  • Staff Deployment: The agency even secured the deployment of three civil servants from the OAGF in August 2025.

Exposure and Legal Action

The scheme began to collapse in October 2025 after Adeyemi interacted with the diplomatic community without consulting the Ministry of Foreign Affairs. Following a request for clarification, Chief of Staff Femi Gbajabiamila confirmed the PFIPC was fake and instructed that future correspondence bearing his name be verified.

Subsequently, the Chief of Staff petitioned the Department of State Services (DSS) and the police. Adeyemi, who denies the allegations, was arrested on October 27, 2025, at his office in the Federal Secretariat. The federal government has since filed an eight-count charge against him, with a court hearing scheduled for July 27.
