FG Shuts Down Cash Payments Nationwide, Orders MDAs Into Full E-Payment Mode.
The Federal Government has directed all Ministries, Departments and Agencies to immediately discontinue the collection of cash for any form of revenue payment. The directive, communicated through four treasury circulars issued by the Office of the Accountant-General of the Federation, requires MDAs to deploy Point of Sale (POS) terminals and other approved digital payment systems within 45 days.
The Accountant-General of the Federation, Shamseldeen Ogunjimi, emphasized that every payment meant for the Federal Government must be made electronically using platforms sanctioned by the Treasury and fully linked to the Treasury Single Account.
One of the circulars, titled “Enforcement of No Physical Cash Receipt Policy for All Federal Government Revenue Transactions” and dated November 24, 2025, noted that some MDAs were still receiving cash despite long-standing TSA and e-payment regulations. It cautioned that such practices compromise the integrity of national financial management systems.
The circular further instructed all agencies and government-owned enterprises to sensitise their personnel and the public, and to clearly display notices such as “NO PHYSICAL CASH RECEIPT” and “NO CASH PAYMENT” at all revenue collection points.
MDAs still handling cash transactions were given 45 days to install POS devices and other Treasury-approved electronic payment tools, with accounting officers warned that they would be personally liable for any breach of the directive.
