According to Nivo News, the Central Bank of Nigeria (CBN) has issued Final Licenses to 82 Bureau De Change (BDC) operators, officially marking the completion of its sweeping recapitalisation and re-licensing programme in the nation’s foreign exchange market. The CBN urged Nigerians to transact only with the newly authorised dealers, noting that the exercise was conducted under the Bank and Other Financial Institutions Act (BOFIA) 2020, as well as the 2024 Regulatory and Supervisory Guidelines for Bureaux De Change Operations.

This development comes months after the apex bank revoked all existing BDC licences in May 2024 and directed operators to re-apply under a revised tier-based structure aimed at sanitising the sector and improving liquidity. Under the new rules, operators were required to apply for either Tier One or Tier Two licences, with minimum capital requirements set at ₦2 billion and ₦500 million respectively. Existing dealers were given a six-month period to meet the new capital thresholds.

The apex bank emphasised that only the 82 operators listed on its website are legally permitted to function from November 27, 2025, warning the public against engaging with unapproved forex dealers. The statement further stressed that running a BDC business without a valid licence constitutes an offence punishable under Section 57(1) of BOFIA 2020.
