According to sources, the group described the proposal for another exam as premature, unfair, and detrimental to staff morale, highlighting that unresolved issues from the previous exercise continue to foster distrust and internal tension within the Commission.
The stakeholders noted that while the supervising Ministry reportedly examined and approved the process administratively, this did not resolve concerns regarding the credibility of the 2023/2024 examination. They alleged that several officers who performed well were unjustly denied promotion, while others with questionable results were promoted without transparent justification.
A major concern, they said, was the prolonged delay in releasing results. Unlike prior years, when promotion exams conducted at JAMB centres produced immediate outcomes, the 2023/2024 results took several weeks to be released. The group argued that this deviation from the transparent, real-time system raised serious doubts about the integrity of the process and suggested possible deliberate manipulation to favour certain individuals.
They claimed that some promoted officers privately disclosed scores that conflicted with colleagues’ expectations, as candidates could only view their own results. This situation, the stakeholders said, has heightened anger, suspicion, and resentment among staff, creating divisions that have reportedly led to sabotage, declining enthusiasm, and reduced commitment to new initiatives.
The group further alleged that many staff were unable to voice concerns earlier due to intimidation, fear of harassment, or job insecurity. They emphasized that exams conducted at JAMB centres ensure professionalism, transparency, and instant results, unlike the new centres used in 2023/2024, which they say are vulnerable to manipulation.
The stakeholders insisted that only the original results from the exam centres should be relied upon, rather than any figures that may have been adjusted post-exercise. They warned that conducting a new promotion exam without addressing flaws in the previous one would effectively disregard the injustice suffered by officers who passed but were denied promotion.
To address these issues, the group urged the establishment of an independent review committee, comprising representatives of the supervising Ministry, the Office of the Head of Civil Service of the Federation, and relevant staff unions, to comprehensively examine the conduct, results, and complaints surrounding the 2023/2024 examination.
