According to Nivo News, the decision was reached during the State Executive Council meeting held on Thursday at the Government House in Port Harcourt, presided over by Governor Siminalayi Fubara.
The project, which was initially awarded under the emergency administration of former Sole Administrator Vice Admiral Ibok-Ete Ibas, was declared void, with the contractor directed to refund the ₦20 billion mobilisation fee already received.
Permanent Secretary of the Ministry of Works, Dr. Austin Ezekiel-Hart, explained that the contracts were hastily awarded without following proper procurement procedures. He noted that the Council had approved the revalidation of the bidding process for four major projects, including the renovation of the State Secretariat Complex and the construction of reinforced concrete shoreline protection and reclamation works in riverine communities across Opobo/Nkoro and Ogba/Egbema/Ndoni Local Government Areas.
With the revalidation now in progress, new advertisements will be placed for qualified contractors to prequalify and submit technical and commercial bids. The affected projects include 4.8km shoreline protection and reclamation in Queenstown, Epellema, Oloma, and Minima (Opobo/Nkoro LGA); 2.5km shoreline protection in Ndoni-Onukwu, Isikwu, and Aziazagi (Ogba-Egbema-Ndoni LGA); and similar works in Utuechi, Obiofu, Isala, Ani-Eze, and Odugri communities.
Also addressing the outcome of the meeting, the Permanent Secretary, Ministry of Education, Dr. Azibaolanari Uzoma-Nwogu, revealed that the Council had approved the formation of a committee to develop a proposal for establishing Computer-Based Test (CBT) Centres and ICT Laboratories across the state’s three senatorial districts. The initiative aligns with the Federal Government’s plan to transition all WAEC and NECO examinations to computer-based formats from 2026. The committee will be chaired by the Deputy Governor, with membership drawn from key ministries.
In the same meeting, the Commissioner for Employment Generation and Economic Empowerment, Dr. Chisom Gbali, announced that the Council had directed his ministry to design a comprehensive framework for job creation and youth empowerment. He assured that the government remains committed to generating employment and expanding economic opportunities for young people across the state.
Meanwhile, the Permanent Secretary, Ministry of Information and Communications, Dr. Honour Sirawoo, disclosed that the Council had deliberated on the recent flash floods affecting parts of the state. He said immediate remedial actions were approved and urged residents to desist from dumping waste in drainage channels or constructing buildings on waterways to prevent further flooding.

Atiku Opens Up On ADC 2027 Game Plan, Says Consensus Candidate Comes First.
Former Vice President Atiku Abubakar has said the African Democratic Congress (ADC) will first pursue a consensus arrangement before considering a primary election for its 2027 presidential ticket.....KINDLY READ THE FULL STORY HERE▶
Atiku made this known during an interview on Arise Television on Wednesday while discussing the party’s leadership and strategy ahead of the next general election.
He said he is open to backing a consensus candidate if that becomes the party’s collective decision, stressing that such support should not be interpreted as stepping aside.
“It is not about stepping aside, but whether I am willing to support, and yes, I will,” Atiku said.
According to him, the ADC’s first priority is to build internal unity and reach an agreement among stakeholders before considering a competitive primary process.
“Our first option will be to work out a consensus. If that doesn’t happen, then of course we will explore other options. And yes, I will support whoever eventually emerges,” he stated.
Atiku also expressed confidence in the political experience within the party, saying he believes a consensus is achievable and may make a full-scale primary contest unnecessary.
“That remains our preferred path. We will go for primaries if consensus fails, but I honestly do not expect it to get to that stage because we are dealing with mature and experienced politicians,” he added.
His comments come amid growing political consultations and coalition talks as parties begin to position themselves ahead of the 2027 general elections.
