Kebbi Assembly Approves Senior Secondary Education Board to Boost Secondary Schools

The newly approved board is expected to focus on overseeing senior secondary school operations, setting standards, and ensuring delivery of quality education for students in the senior secondary classes (SSS1-3). It will enhance regulation, teacher supervision, infrastructure, and evaluation of outcomes.
Under the law, the Senior Secondary Education Board will operate under the state Ministry of Education but will have its own mandate to monitor performance, recruit and deploy senior secondary school teachers, manage school facilities at the senior level, and enforce minimum educational standards across all senior secondary institutions in Kebbi State.
Lawmakers say the board will also help Kebbi better align with federal education policies and take advantage of national programmes aimed at senior secondary education. It is seen as part of wider education reforms by Governor Nasir Idris’s administration, which recently invested in school infrastructure, provision of teaching materials, and teacher welfare.
Before the bill, senior secondary schools were managed under broader secondary education departments or under general state education boards, which some critics say led to inconsistent quality, delays in inspection, and lack of accountability. Supporters believe the new board will give more focused attention to issues affecting student progress at the senior secondary level.
During debates in the Assembly, representatives noted that many senior secondary schools suffer from poor infrastructure, insufficient qualified teachers, and low performance in external examinations. One lawmaker, Hon. Amina Musa, said the board is “urgent” to ensure that graduates from Kebbi State can compete nationally and internationally.
In his address, the Speaker of the House, Rt. Hon. Usman Muhammad Ankwe, said the bill had undergone consultations with stakeholders including school administrators, teacher unions, and parent groups. He added, “We are creating a system where there is clarity, responsibility, and continuous improvement in our senior secondary schools.”
Education stakeholders in Kebbi welcomed the new law. Dr. Halima Bande, Kebbi State Education Commissioner, said the establishment of the board will enable better resource allocation and closer supervision of schools. “With a dedicated body, we can inspect schools regularly, support teachers, and ensure that classrooms have the tools needed for learning,” she said.
The passage now sends the bill to Governor Idris for assent. If the governor signs it into law, implementation will begin with the appointment of a governing council, recruitment of key staff, and setting up of regional offices in local government areas.
Analysts say this move could significantly impact student performance, teacher motivation, and infrastructure development. It could also reduce dropout rates and prepare students better for higher education or the labour market. However, success will depend on funding, transparency, and capacity of the board to act independently of bureaucracy.
