Plateau Lands Agency Says It Did Not Allocate Land in Aliyu Scandal, Seeks Clarity in TETFund Case

PLAGIS says it was never asked to approve or issue titles or land allocations related to the disputed contract, and that its records show no transaction matching the details of the allegations.

The controversy centres on claims by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) that Aliyu, who represents Jos North-North, fraudulently obtained ₦73.6 million from businessman Mohammed Jidda, under the pretense of helping him secure an ₦850 million TETFund contract at the University of Jos. According to court documents, Aliyu allegedly handed over a forged contract award letter for a N500 million indoor sports hall project, and provided bank account details for payment to his own GTBank account, and that of a company, Imanal Concept Ltd. The ICPC has accused Aliyu of ignoring repeated invitations to explain his role. Justice Emeka Nwite of the Federal High Court in Abuja declared him “wanted” after the lawmaker failed to respond through the Assembly clerk and via WhatsApp. Premium Times Nigeria+2Africa Press Arabic+2

In its clarification, PLAGIS said its service level agreement under the Ministry of Lands, Survey and Town Planning confines its mandate to issuing land titles (such as Right of Occupancy or Certificate of Occupancy), surveying and mapping, approving layouts, and providing geographic information. It noted that none of these roles include contract awarding for TETFund projects nor issuing contract award letters for university infrastructure. Plateau State Government+1

PLAGIS also pointed out its digital maps and databases show no land or property transfers or title registrations under the names claimed in some media reports. The agency asked for forensic verification of the documents—especially the contract award letter allegedly used in the transaction—to determine authenticity.

Lawmaker Aliyu has denied wrongdoing. He claims the case is civil, not criminal, accusing ICPC of omitting key facts in its filings. Aliyu says he refunded ₦45 million to Jidda’s company, Mohiba Investment Ltd., and that his involvement was limited to delivering documents provided by a third party. Legal experts say the case raises important questions of agency responsibility, oversight and document verification. Contracts awarded under government-or university-funded programmes like TETFund must follow clear legal process, which includes verifying that contract award letters are issued by the proper authority. Missing or forged documents can allow fraud to occur.

What Happens Next: An independent forensic audit of the documents and bank account transfers has been proposed by civil society groups.   • Refusal to Name Officials: When asked to identify the senior bank officials who provided these verbal waivers, Agulu declined to provide names to avoid getting anyone in trouble.

  • Additional Transactions: Agulu also testified that he supervised a transfer of ₦1.6 billion to MG Properties Limited.

The Economic and Financial Crimes Commission (EFCC) is prosecuting Emefiele on eight counts, including criminal breach of trust, conspiracy, forgery, and unlawful possession of properties allegedly linked to proceeds of crime; Emefiele has entered a plea of not guilty. Eric Ocheme, who was named in the charges, is reported to be at large. Justice Yusuf Halilu has adjourned the trial for continuation on November 3, 4, and 5, 2026.
