Nigeria Pushes for Unified Oil Rules Across Africa

Officials said the effort seeks to create common standards on exploration, production, and environmental practices. Nigeria, Africa’s largest oil producer, believes a single framework could attract more foreign investment and reduce conflicts between neighboring states.
Energy Minister Ekperikpe Ekpo told reporters Friday that the initiative would help African nations “speak with one voice” in global negotiations. “We cannot afford to operate in isolation anymore. The future of oil and gas in Africa depends on unity and shared rules,” he said.
The proposal comes at a time when the world is shifting toward renewable energy, putting pressure on oil-dependent economies. African producers, including Angola, Algeria, and Libya, face challenges from falling revenues, rising costs, and international climate targets. Nigeria argues that coordination could help stabilize markets and protect the region’s interests.
Industry experts say unified rules could also cut down on corruption and mismanagement, problems that have long affected the oil sector in several countries. “Clear and consistent regulations across borders would improve transparency and efficiency,” said Abuja-based analyst Ibrahim Yusuf. “It could make Africa more competitive against other regions.”
The African Petroleum Producers Organization (APPO), which includes 18 member states, is expected to discuss Nigeria’s proposal at its upcoming summit in Luanda, Angola, next month. If adopted, the plan would set guidelines on licensing, taxation, and revenue-sharing agreements.
However, some observers warn that reaching consensus will not be easy. Countries rely on different laws and face varying political pressures. Oil is also a sensitive issue tied to sovereignty, and governments may resist giving up control. “Getting all producers to agree will take time and careful diplomacy,” said Yusuf.
Nigeria’s leadership in the initiative reflects its broader goal of maintaining influence in African energy politics. The country has long been a key member of OPEC and holds one of the continent’s largest proven reserves. But domestic problems, including oil theft and underinvestment, have hurt production in recent years.
Despite these challenges, officials in Abuja say they are determined to push for stronger continental cooperation. “We believe Africa’s future in oil lies in unity,” Minister Ekpo said. “By working together, we can secure better deals, protect our environment, and prepare for the energy transition.”
Analysts say the outcome of the APPO summit will signal how serious African producers are about reform. A unified framework could boost Africa’s bargaining power in global forums and provide stability as demand for oil changes.
For now, Nigeria is calling on its neighbors to support the proposal and take a long-term view. As the world moves toward cleaner energy, African nations face a choice: compete against each other, or join forces to protect their shared resources.

Wike criticized Amaechi’s record as Minister of Transportation, claiming he neglected Rivers State while funneling the University of Transportation project to Daura in Katsina State in a failed bid for higher office. In contrast, Wike praised President Tinubu for recognizing the state, pointing to recent federal appointments of University of Port Harcourt and University of Environment vice-chancellors as proof that Tinubu is the true “brother” deserving of their votes in 2027.
