Nigeria’s 36 Governors Forge United Front To Lure Billions In Foreign Investments

Speaking at the launch of the initiative in Abuja on Tuesday, NGF Chairman and Kwara State Governor, AbdulRahman AbdulRazaq, represented by Nasarawa State Governor Abdullahi Sule, stressed the urgent need for Nigeria to leverage both global and African capital financing opportunities. He explained that the NGF Investopedia was specifically designed to position Nigeria as an attractive and credible destination for investors while promoting inclusive growth at the subnational level.
The Investopedia, a biennial publication, will showcase major projects across all 36 states, offering curated analyses, incentives, and market insights. Conceived as a one-stop resource for investors, it will be available in both print and digital formats and presented at leading international investment gatherings such as the Intra-African Trade Fair, the United Nations General Assembly, and the Africa Investment Forum.
Governor AbdulRazaq noted that Nigeria has averaged only $2 billion in foreign direct investment annually over the past decade—less than 0.5 percent of GDP—with inflows concentrated in oil, gas, telecommunications, real estate, and agriculture. He highlighted an estimated $100 billion annual infrastructure financing gap, warning that public projects alone cannot meet the demand.
“The purpose of the NGF Investopedia is to provide credible, transparent, and curated pipelines of projects across all states,” AbdulRazaq said. “It is not merely an index; it is an entry point for investors to see where and how to invest in Nigeria with confidence. By mobilizing both global and African capital, we can create jobs, modernize infrastructure, and unlock shared prosperity.”
The NGF chairman further disclosed that a complementary pooled investment vehicle, the NGF Fund, will channel catalytic financing into critical subnational projects, backed by credible governance structures and in collaboration with the Ministry of Finance Incorporated (MOFI), the Nigeria Sovereign Investment Authority (NSIA), and the Central Bank of Nigeria (CBN). He urged international and local investors to seize the opportunities offered, affirming that Nigerian states are “open, credible, and investment-ready.”
NGF Director General Abdulateef Shittu described the initiative as a “new dawn” for investment readiness at the state level. He explained that while states have collectively budgeted over ₦17.5 trillion for capital projects in 2025, financing constraints and fragmented access points have hindered large-scale investor engagement. “The NGF Investopedia addresses these bottlenecks by providing a transparent, institutionally backed platform with global visibility,” Shittu said.
Both officials expressed confidence that the combined strength of the Investopedia platform and the NGF Fund would help bridge Nigeria’s infrastructure deficit, enhance investor confidence, and lay the foundation for accelerated economic transformation.
