According to Nivo News, the directive was issued by the Commissioner for Education, Prof. Bernard Ikegwuoha, in a memo dated August 15, 2025, with reference number MOEPS/COMMR/2025/VOL.1/155. The policy, which takes effect immediately, forms part of a broader effort to enhance the state’s education system.

Prof. Ikegwuoha explained that, in accordance with Nigeria’s 6-3-3-4 education structure, only Primary 6 and Senior Secondary School students are permitted to hold graduation ceremonies. He warned that any school flouting this order would face sanctions.

The memo also directed schools to stop the yearly replacement of textbooks, mandating that approved textbooks must be used for at least four years to allow siblings to reuse them and reduce costs for parents. The commissioner described the frequent change of textbooks as destabilizing and financially draining for families, particularly in private and faith-based schools.

The ministry pledged strict monitoring to ensure compliance, emphasizing that the measures aim to promote a more stable, functional, and cost-effective learning environment.

The policy has already drawn widespread praise from residents on social media, with many parents welcoming it as a relief from what they described as exploitative practices by school proprietors.
