Education Shake-Up: FG Targets Substance Abuse with Compulsory Drug Tests in Universities

The Minister of Education, Dr. Tunji Alausa, has endorsed the implementation of compulsory and random drug integrity tests for students in tertiary institutions across Nigeria.....KINDLY READ THE FULL STORY HERE▶

This decision was reached following a strategic meeting in Abuja on Wednesday with the Chairman and Chief Executive of the National Drug Law Enforcement Agency (NDLEA), Brig. Gen. Buba Marwa (retd). The discussions focused on collaborative efforts to combat substance abuse among young Nigerians.

According to a statement issued by NDLEA spokesperson Femi Babafemi, the education minister also gave the green light for the revision of the secondary school curriculum to include enhanced drug education. Additionally, he announced plans to establish an inter-ministerial working group in partnership with the NDLEA.

Marwa, during the meeting, outlined a comprehensive three-pronged strategy: revamping drug education content in schools, introducing independent drug abuse prevention programmes at the secondary level, and launching a robust drug testing policy in tertiary institutions—including tests for new admissions, returning students, and random screenings.

He warned that the rising wave of drug abuse poses a serious threat to national security and youth development, linking it to violent crimes such as terrorism, banditry, and kidnapping. The NDLEA, he disclosed, had arrested over 40,000 drug offenders and seized more than 5,500 metric tonnes of narcotics in the past two years alone.

“We are fighting for the very soul of our children. Many criminal activities would not occur without drugs,” Marwa stressed.

In response, Dr. Alausa acknowledged the severity of the crisis, stating:
“When young people get involved in drugs, they either drop out of school or are mentally absent even when they attend classes. This undermines the quality of their education. Their critical thinking skills diminish, their decision-making suffers, and they eventually become unemployable. It creates a vicious cycle of dysfunction.”

The minister confirmed that drug testing for both new and returning students in universities and other tertiary institutions would commence.
“We are fully committed. We will implement this drug testing policy. We have no choice—it must begin at the tertiary level with both fresh and returning students, and include random checks,” he declared.

To institutionalise the response, Alausa announced the formation of a Substance Use Prevention Unit within the Ministry of Education and affirmed that a revised curriculum for secondary schools was already in development.

“I propose we immediately set up a technical working group between our ministry and the NDLEA. We are reviewing the curriculum for secondary schools, and I’ve directed the Director of Senior Secondary Education to integrate drug education into the framework. We’ll also explore ways to extend this down to the primary level,” Alausa said.

He also endorsed the introduction of independent, ongoing drug prevention programmes across schools nationwide, in alignment with NDLEA’s proposals.

Furthermore, the minister pledged support for the NDLEA Academy in Jos, Plateau State, through partnerships with the Universal Basic Education Commission (UBEC) and the Tertiary Education Trust Fund (TETFund).

Fawehinmi disclosed that the 29th convocation covered the 2022/2023 academic session, while the 30th covered 2023/2024, with thousands graduating across undergraduate and postgraduate programmes.

The revised prohibition schedule, dated April 1, 2026, outlines 17 broad categories of goods that are no longer allowed into the country through any entry point.

According to the Federal Ministry of Finance, the policy affects a wide range of products, including food items, pharmaceuticals, household goods, and industrial materials.

One of the most notable aspects of the list is the ban on several widely used medicines under specified HS codes, including paracetamol, metronidazole, cotrimoxazole, chloroquine, aspirin, folic acid, and some vitamin supplements. The government says these are now to be produced locally.

The restriction also covers pharmaceutical waste, which remains completely prohibited.

In the agriculture and food sector, the importation of poultry, pork, beef, and eggs remains banned, although an exception was made for hatching eggs used for breeding and research purposes.

Retail-packaged vegetable oils, sugar products, cocoa derivatives, tomato paste, and certain bottled water products are also included in the import restrictions, with emphasis on encouraging local production.

The policy further bars detergents, soaps, ballpoint pens and refills, cement, certain fertilizers, packaging materials, and specific steel and glass products.

The Nigeria Customs Service has been directed to enforce the new rules strictly, with importers and businesses advised to comply fully to avoid seizure of goods and penalties.
