According to Mustapha, Buhari formally initiated the process by requesting the formation of a merger committee for the Congress for Progressive Change (CPC) in 2013.

He explained that the historic merger—which brought together the Action Congress of Nigeria (ACN), a breakaway faction of the PDP (the new PDP), and other political stakeholders—added about 3.2 million crucial votes that helped secure Buhari’s eventual victory.

Speaking on Wednesday during the launch of “According to the President: Lessons from a Presidential Spokesman’s Experience”, a book authored by former presidential spokesman Garba Shehu, Mustapha said selecting Buhari as the All Progressives Congress (APC) presidential candidate in 2015 was both a strategic and realistic choice.

“Back in early 2013, then-General Buhari, as leader of the CPC, formally endorsed the creation of a merger committee, which became part of the broader coalition effort,” Mustapha recounted.

“That coalition united the ACN—where I was serving as Deputy National Chairman—along with the ANPP, elements of the New PDP, and other political actors. Figures like President Bola Tinubu and Senator Ali Modu Sheriff, then Chairman of the ANPP’s Board of Trustees, gave credibility and strategic depth to the merger talks.”

The resulting APC, he noted, became the first political coalition in Nigeria’s history to unseat an incumbent president through the ballot.

Mustapha credited Buhari’s personal integrity, national appeal, and consistent messaging as the foundation of the APC’s breakthrough.

Upon taking office in May 2015, Buhari inherited a nation in crisis—plummeting oil prices, revenue shortfalls, and an escalating Boko Haram insurgency. In response, Mustapha said, Buhari implemented fiscal discipline, ramped up capital investment, and introduced institutional reforms aimed at stabilising the country and restoring public trust.

He emphasized that Buhari’s legacy would be defined not only by performance but by the principles he stood for.

“Each administration inherits unfinished business. Buhari understood this. His leadership wasn’t about finality but about laying a foundation—reforms that would outlive his tenure, institutions built to withstand political turbulence, and a quiet temperament that reminded government of its enduring responsibilities to the people,” Mustapha concluded.
