According to NIVONEWS, Katsina State Governor Dikko Radda has stated that insecurity remains a major impediment to meaningful development in the state, stressing that nearly all the bandits terrorising communities are locals—not outsiders. While governors are often regarded as chief security officers in their states, Radda lamented that security agencies like the army and police still operate independently.

To strengthen the fight against banditry, according to NIVONEWS, the state government launched a local security outfit comprised of youths from the most affected communities. “These boys know the terrain better, they know those people better,” Radda said.

“Most of the perpetrators of this banditry are from our own area. They are not aliens. Ninety-something percent of them—we know their fathers, their grandfathers—they are living among us,” he revealed.

He underscored the importance of grassroots collaboration in tackling insecurity. “This situation requires local involvement, and that was why we created this outfit—so that people at the local level can provide us with information,” he added.

Radda further explained that the new outfit is critical to identifying informants and logistic enablers hiding within communities and supporting the bandits. “Without unbundling that, you would not be able to fight insecurity successfully,” he warned.
