Roads in Ruins: Reps Approve FERMA’s 5% Fuel Levy to Fund Repairs Nationwide

According to a statement issued by Maryam Sanusi, Director of Information and Public Relations at FERMA, the House emphasized that enforcing this provision remains a top priority for the 10th Assembly as part of broader efforts to tackle Nigeria’s deteriorating road infrastructure.
This resolve was expressed during a technical meeting convened by the Ad-hoc Committee investigating the collection and remittance of the 5% user charge. The session brought together FERMA’s management and key stakeholders in the petroleum and road sectors.
In his remarks, Chairman of the Committee, Hon. Francis Waive, clarified that the implementation of the charge is not aimed at increasing the pump price of petrol, but rather ensuring a sustainable funding mechanism for road maintenance across the country—benefiting all Nigerians, including stakeholders in the oil and gas industry.
To accelerate progress, the committee announced the formation of two sub-committees, drawing members from FERMA, the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), Independent Petroleum Marketers Association of Nigeria (IPMAN), Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN), the Nigeria Revenue Service (NRS), and other relevant agencies.
Waive urged these sub-committees to produce practical and realistic recommendations that go beyond paperwork, stressing the need for actionable outcomes that contribute meaningfully to national development and the welfare of road users.
FERMA noted that the formal inauguration of the sub-committees is scheduled for Tuesday, July 8, 2025.
The House also reaffirmed its determination to ensure transparency and accountability in the collection and utilisation of the user charge, with the ultimate aim of rehabilitating and maintaining road networks across Nigeria.
Meanwhile, the Federal Ministry of Housing and Urban Development has held its 2025 Performance Contract signing for Directors and Heads of Units. The exercise took place during a strategic retreat themed: “Accelerating Service Delivery through Performance Contracting and Strategic Alignment with the Renewed Hope Agenda.”
Declaring the retreat open, Minister Ahmed Dangiwa reaffirmed his commitment to leading a results-driven ministry focused on delivering tangible value to Nigerians. He described the gathering as a leadership strategy session, not just a bureaucratic formality.
He emphasized the importance of aligning the ministry’s leadership with its core mandate of policy implementation, consistent with President Bola Tinubu’s development agenda.
Dangiwa highlighted the need for robust performance management in an era of heightened public scrutiny and presidential oversight. He pointed out that the Presidential Performance Bond signed by all ministers represents a binding commitment to Nigerians, monitored via scorecards and dashboards developed by the Central Delivery Coordinating Unit (CDCU).
The minister also called for the full rollout of a Results-Based Performance Management System (PMS) and outlined some of the ministry’s key deliverables for 2025.
