Head of the Civil Service of the Federation, Didi Walson-Jack, made this assertion during her keynote address at the maiden International Civil Service Conference, co-hosted by the Federal Government and the Global Government Forum UK on Wednesday.

Addressing over 5,000 delegates from Africa, Europe, Asia, and other regions, Walson-Jack described the conference as more than just a gathering — calling it the beginning of a movement focused on renewal, innovation, and enhanced public service delivery.

She noted that the event brought together reformers, thinkers, and practitioners who share a common belief: that the civil service remains one of the most powerful tools for national development and global progress.

However, he expressed concern over the slow progress of work at the construction site, urging the construction company to demonstrate greater dedication to expedite the project. Businesses operating in the vicinity of the construction site have also been adversely affected, experiencing a decline in patronage due to restricted access and diminished foot traffic. Filling stations and shops alike have joined the chorus of voices calling for swifter completion of the project to restore normalcy and stimulate economic activity in the area. Furthermore, travelers have been inconvenienced by the road closure, resorting to lengthy walks to reach alternative transportation hubs, compounding the challenges faced by residents and commuters alike. As the construction delays persist, residents emphasize the pressing need for collaborative action between the government and the construction company to prioritize the timely completion of the control post flyover, thereby mitigating the adverse impact on livelihoods and facilitating smoother traffic flow in Owerri.

However, she warned that civil services—particularly across Africa—stand at a pivotal juncture. Many of the structures in place today, she said, were designed for a different era and are now being tested by new global realities such as climate change, digital transformation, pandemics, and rising demands for equity and inclusion.

Walson-Jack explained that the conference theme, Rejuvenate, Innovate, Accelerate, is a call to action rather than a symbolic phrase.

“To rejuvenate,” she said, “is to revitalise the civil service by attracting fresh talent, nurturing leadership pipelines, empowering women and marginalised communities, and rebuilding public trust through a values-driven approach.”

“Our inherited systems were not built for today’s realities. Yet we must tackle digital disruption, urban growth, health crises, and social justice issues with agility and vision,” she added.

She stressed the need to reimagine how policies are formulated, how services are delivered, and how technology and data can be leveraged to better serve citizens.

“Bureaucracy must never become synonymous with inertia,” she said. “Time is of the essence. Citizens are waiting, the climate is changing, and resources are dwindling. We must urgently shift from planning to execution — from ideas to measurable outcomes.”

Reacting to the development, Airtel Nigeria’s Director of Marketing, Ismail Adeshina, described the decision as necessary and responsible.

He said: “This is a necessary and responsible step as we align our operations with evolving requirements. Airtel Nigeria remains committed to the highest standards of compliance, transparency, and consumer protection, while continuing to innovate responsibly within Nigeria’s digital ecosystem.”

Tinubu Signs 2026 Budget, Expands 2025 Appropriation Bill Into Law.

President Bola Ahmed Tinubu has signed the ₦68.32 trillion 2026 Appropriation Bill into law.....KINDLY READ THE FULL STORY HERE▶

reports that the development was announced on Friday in a statement by the President’s Special Adviser on Information and Strategy, Bayo Onanuga.

The 2026 budget provides a total expenditure of ₦68.32 trillion. Tinubu also approved the extension of the 2025 budget implementation period from March 31, 2026, to June 30, 2026.

Of the total budget, ₦4.799 trillion is allocated to statutory transfers, ₦15.8 trillion to debt servicing, ₦15.4 trillion to recurrent expenditure, and ₦32.2 trillion to capital projects under the Development Fund.

With capital spending accounting for about 50 percent, the budget reflects the administration’s focus on economic stability, security, infrastructure development, and inclusive growth.

The allocation structure is designed to balance statutory commitments, debt obligations, recurrent costs, and capital investments aimed at boosting productivity and improving living standards.

The President also signed the Appropriation (Repeal and Enactment) (Amendment) Bill, 2026, extending the implementation of the 2025 capital budget to June 30, 2026.

The extension is expected to ensure full utilisation of funds for ongoing infrastructure and development projects across the country.

It will also allow Ministries, Departments, and Agencies (MDAs) to complete ongoing projects, improve execution rates, and maximise public spending value.

With the 2026 Appropriation Act taking effect from April 1, the Federal Government is set to begin full implementation in line with the Renewed Hope Agenda.

Tinubu directed MDAs to ensure transparency, discipline, and efficiency in the use of allocated resources, stressing value for money and timely project delivery.

The President also reaffirmed his administration’s commitment to fiscal reforms, stronger revenue generation, job creation, and expanded social protection programmes.
