State Creation, Electoral Shakeup, Local Govt Autonomy on the Table as Senate Begins Zonal Hearings

The hearings, scheduled for July 4 and 5, will serve as a nationwide consultation exercise designed to incorporate public perspectives on pressing governance issues and national reforms.

The committee, led by Deputy Senate President Senator Barau Jibrin, confirmed that the hearings will take place simultaneously in Lagos (South West), Enugu (South East), Ikot Ekpene (South South), Jos (North Central), Maiduguri (North East), and Kano (North West).

A statement released on Sunday by Ismail Mudashir, Special Adviser on Media and Publicity to the Deputy Senate President, emphasized the significance of the hearings as a platform for inclusive dialogue.

Senator Barau disclosed that over 50 constitutional amendment proposals are up for public consideration. These span a broad array of critical topics including local government autonomy, gender representation, the establishment of state police, judicial reform, and the creation of additional states.

“This is a defining moment for our democracy,” Senator Barau stated. “We are inviting every Nigerian to engage in this vital conversation. The goal is to craft a constitution that genuinely reflects the aspirations of the people.”

Among the top priorities are two key bills aimed at strengthening local governance—one seeks to enshrine local governments as a constitutionally recognized tier of government, while the other proposes an independent electoral commission dedicated to conducting local elections, thereby reducing state interference.

The hearings will also delve into security reforms, particularly proposals for the establishment of state police and state-level security councils, aimed at improving internal security through localized approaches.

On the economic front, six fiscal reform bills will be debated, including proposals to enforce deadlines for budget submissions by state governors and the president, and to enhance the powers of the Revenue Mobilisation, Allocation and Fiscal Commission to ensure transparency and accountability.

There are also 31 separate proposals for state creation, drawn from all six zones—highlighting rising demands for greater representation and administrative autonomy. The North East alone submitted seven requests, while the South West, South South, and North Central each presented multiple petitions.

The committee is also considering a gender equity bill that would reserve additional legislative seats for women in both the National and State Assemblies.

In recognition of Nigeria’s traditional leadership structures, another proposed amendment would formally establish National, State, and Local Government Councils of Traditional Rulers, integrating them into the governance framework.
