Game-Changer? Senate Launches Constitution Review Hearings Across Nigeria in July

The Deputy Senate President, Barau Jibrin, who chairs the Senate Committee on the Review of the 1999 Constitution, has announced that a two-day zonal public hearing will be held simultaneously across six geopolitical zones on July 4 and 5. According to a statement by his Special Adviser on Media and Publicity, Ismail Mudashir, the hearings will take place in Lagos (South West), Enugu (South East), Ikot Ekpene (South South), Jos (North Central), Maiduguri (North East), and Kano (North West).
The hearings aim to address critical national issues such as local government autonomy, electoral and judicial reforms, state creation, state police, and inclusive governance.
Barau revealed that key proposals under consideration include a bill to recognize Local Government Councils as a full tier of government, ensuring their democratic operation and tenure. Another bill seeks to establish an independent National Local Government Electoral Commission (NALGEC) to oversee local council elections.
Also on the agenda are two bills focusing on security reforms — one advocating for the creation of state police and another proposing a state-level security council to coordinate internal security policies.
In the area of fiscal governance, six bills will be examined, including one that empowers the Revenue Mobilisation, Allocation, and Fiscal Commission to enforce remittance compliance and streamline revenue distribution. Another bill seeks to define timeframes within which presidents and governors must present appropriation bills to their respective legislatures.
In a push for gender inclusion, a bill to create additional legislative seats for women in both national and state assemblies will also be reviewed. To reinforce the role of traditional institutions, the committee will examine a bill to establish national, state, and local government councils of traditional rulers.
On electoral reforms, the public hearing will cover proposals to allow independent candidacy at all levels and introduce diaspora voting for Nigerians abroad.
The judiciary is another major focus, with over 20 bills proposed to improve efficiency—ranging from setting time limits for delivering judgments to expanding the jurisdiction of election tribunals.
The committee will also consider bills advocating the devolution of power, including the transfer of labour and shipping matters from the Exclusive to the Concurrent Legislative List.
In addition, 31 state creation proposals will be reviewed, including five from the South West, South South, and North Central, seven from the North East, six from the North West, and three from the South East.
Emphasizing the importance of citizen participation, the committee urged Nigerians to actively engage in the constitutional review process through the upcoming public hearings.
