NCC, Telecom Firms to Refund Subscribers’ Unused Airtime After Line Deactivation
The Nigerian Communications Commission (NCC), in collaboration with Mobile Network Operators (MNOs) and relevant stakeholders, has initiated steps to refund subscribers for airtime and data not used, particularly in cases where their SIM lines have become inactive or deactivated for up to a year.....KINDLY READ THE FULL STORY HERE▶
Under this initiative, subscribers whose lines have been deactivated or remain inactive for 12 months will be eligible for a refund of any unused credit — provided they can prove ownership of the affected line.
Dr. Aminu Maida, Executive Vice Chairman of the NCC, emphasized the commission’s commitment to protecting consumer rights and ensuring transparent and efficient management of subscriber resources. Speaking through the Executive Commissioner for Stakeholder Management, Rimini Makama, during a stakeholders’ engagement forum in Abuja, Dr. Maida noted that addressing the challenge of unclaimed and unused recharges is a top priority.
He explained that while prepaid mobile plans have offered Nigerians convenience and affordability, evolving market dynamics now require policies that safeguard subscribers’ funds even when their lines go dormant.
Highlighting the importance of regulatory clarity, Dr. Maida stated:
“The Quality-of-Service Business Rules 2024 specify that a prepaid SIM without any revenue-generating activity for six months should be deactivated. If inactivity continues for another six months, the line may be recycled. However, within that one-year period, subscribers can still reclaim their unused balances.”
The forum focused on whether the industry should adopt a “use-it-or-lose-it” approach or provide clear channels for users to claim unutilized airtime and data. Dr. Maida stressed that the goal is to develop a balanced regulatory framework that ensures both consumer protection and the sustainability of telecom operations.
Mrs. Chizua Whyte, Head of Legal and Regulatory Services at the NCC, further explained that the issue presents both a consumer protection concern and an opportunity for regulatory intervention.
She said:
“This draft guidance aims to introduce fair, transparent, and practical procedures for handling unused credits left behind on churned or inactive lines. Subscribers must be assured that they retain rightful access to their purchased services.”
The NCC reaffirmed its dedication to fostering a fair and consumer-centric telecom environment while encouraging input from all stakeholders in finalizing the draft regulatory framework.
