Lagos Assembly Crisis Worsens as Legal Showdown Freezes Legislative Functions

The latest hearing, which took place on Monday, March 17, at the Lagos State High Court in Ikeja, ended in another adjournment, casting further doubt on when normal legislative operations will resume.

Although hopes were raised following a peace meeting convened by President Bola Tinubu at the Presidential Villa in Abuja, where both factions expressed a willingness to reconcile, the courtroom proceedings have since dashed those expectations, with no sign of a resolution.

The prolonged legal impasse has raised alarms about the impact on governance in Lagos State. Unlike the federal House of Representatives, state assemblies are not bound by a specific number of sittings, which means extended inactivity could severely hamper the passage of laws and oversight functions.

A major obstacle to reconvening plenary sessions is the lack of cooperation between Speaker Obasa and the majority of lawmakers. Only four legislators are currently aligned with the Speaker, far below the quorum needed to carry out legislative business. As a result, any actions taken during such sessions risk being declared invalid.

Despite the turmoil, the Assembly has managed to convene more sessions this year compared to the same period last year, though most have been irregular due to an extended recess and the observance of Ramadan.

Speaker Obasa’s return to office, following his impeachment and subsequent reinstatement, has been marred by controversy—including the involvement of security operatives at the Assembly complex and the resignation of his successor, Hon. Meranda.

Legal and political analysts have expressed concerns about the broader implications of the crisis. Oluwole Kehinde, Editor of the Nigeria Weekly Law Report, described the situation as a threat to the independence of the Assembly, citing undue political interference.

Kehinde criticized the apparent external control over the Assembly’s affairs, stating, “This level of intervention undermines public confidence in democratic institutions and suggests that political interests are being prioritized over good governance.”

Prominent legal practitioner and activist Monday Ubani echoed similar concerns, urging both factions to resolve their differences in the interest of the state. “Legislative duties are being abandoned while the court case drags on. Ultimately, it’s Lagos that suffers,” Ubani warned.

As the stalemate continues, observers worry that unless a compromise is reached soon, the paralysis may persist, further threatening effective governance in Nigeria’s commercial capital.
