NLC Opposes Aminu Ahmed’s Appointment to NNPC Board, Citing Legal Infractions

According to Naija News, President Bola Ahmed Tinubu had appointed Ahmed, a senior manager at the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), to represent the MPR on the NNPC board. However, the NLC argues that this appointment contravenes the Petroleum Industry Act (PIA) 2021.

In a widely circulated video, union members expressed their dissatisfaction, stressing that Ahmed is not a staff member of the MPR. Their protest is anchored on Section 59(2)(d) of the PIA, which stipulates that the ministry’s representative must hold a position no lower than a director within the ministry.

The NLC is calling for an immediate reversal of Ahmed’s appointment, highlighting that his current designation within the NMDPRA fails to meet the statutory benchmark required by law.

Energy analyst Abolade Adewale, speaking on behalf of a group of concerned experts, echoed the union’s concerns. He emphasized that the NMDPRA operates independently of the MPR, making it legally and administratively inappropriate for its staff to serve as ministry representatives on the NNPC board.

Adewale also noted the precedent set by the Federal Ministry of Finance, which is represented on the board by its Permanent Secretary, in full compliance with the PIA. He urged President Tinubu to mirror this standard by appointing a qualified senior MPR official to maintain institutional consistency and credibility.

Further concerns were raised regarding the practice of assigning non-ministry personnel to lead international petroleum delegations, such as those to the Organization of the Petroleum Exporting Countries (OPEC). The union criticized this trend, attributing it to nepotistic tendencies that erode institutional memory and international trust.

Adewale advocated that all international petroleum-related nominations should be limited to serving officials within the MPR, and such appointments should be formally authorized by the Minister as outlined in the law.

In closing, the NLC chapter and associated stakeholders have appealed to President Tinubu to rectify the situation by appointing a suitably ranked MPR official to the NNPC board. They expressed confidence that the President, known for his responsiveness to lawful and reasoned concerns, will act to preserve the integrity of the Petroleum Industry Act 2021.
