On Friday, the Chief of Army Staff, Lt. Gen. Taoreed Lagbaja, inaugurated several key projects under the Chief of Army Staff Special Intervention Civil-Military Cooperation Projects in Umuahia, Abia State. This initiative aims to enhance community development and support for local populations, particularly benefiting areas associated with senior army officers.

During the ceremony held at Ekeoba in Oriendu Autonomous Community, Lagbaja explained that the concept behind these special intervention projects is to give back to Nigerian communities. He emphasized that the Nigerian Army is dedicated to serving the nation and recognizes the contributions of its senior officers who have achieved the rank of Major General through their service.

Lagbaja highlighted that the Nigerian Army has completed over 200 similar intervention projects across Nigeria’s six geopolitical zones. He stated, “Our projects are carefully conceptualized and executed in consultation with benefiting communities, designed to complement state efforts by providing essential amenities and infrastructure.”

The projects inaugurated included two newly constructed 40,000-litre water facilities and a community cottage hospital, which features a three-bedroom flat for doctors and nurses, a community hall, and a 500 KVA transformer. Lagbaja expressed optimism that these initiatives would significantly enhance the health and social well-being of local residents.

Furthermore, he reassured the people of Abia State of the Army’s commitment to work collaboratively with state governments to address security challenges across Nigeria. Lagbaja underscored the importance of community involvement, stating, “The relationship between the people and the army must be collaborative; this is because the people need the Army, and the Army cannot make the desired impact without the people.”

The Chief of Civil-Military Affairs, Maj. Gen. N. C. Ugbo, reiterated that these projects are part of the Nigerian Army’s non-kinetic approach to tackling the country’s multifaceted security challenges. He noted that these initiatives are designed to strengthen the bond between the military and law-abiding citizens, fulfilling essential community needs.

The Deputy Governor of Abia State, Ikechukwu Emetu, who represented Governor Dr. Alex Otti, commended the Nigerian Army for its supportive role in the state’s socio-infrastructural development. He described the Army’s efforts as a reflection of a healthy partnership between civil society and the military.

Both Major General Obinna Ajunwa, Director General of the Nigerian Army Heritage and Future Centre, and the traditional ruler of the community, Eze Philip Ajomiwe, expressed gratitude to President Bola Tinubu, the Chief of Army Staff, and the Nigerian Army for their commitment to the well-being of the community.

  • Cash Deposits: Agulu testified that he deposited billions of naira in cash on behalf of the former CBN chief, with the funds delivered to him by Emefiele’s former personal assistant, Eric Ocheme.

  • Account Handling: According to the witness, the money was either deposited into accounts for Kelvito Integrated Services and Ifeabigo Integrated Services or placed in the bank’s vault, following instructions allegedly relayed through Ocheme.

  • Banking Procedures: Despite the large sums, Agulu maintained that he followed standard banking procedures, noting that some clients were granted verbal waivers by senior officials to deposit large amounts of cash.

  • Refusal to Name Officials: When asked to identify the senior bank officials who provided these verbal waivers, Agulu declined to provide names to avoid getting anyone in trouble.

  • Additional Transactions: Agulu also testified that he supervised a transfer of ₦1.6 billion to MG Properties Limited.

The Economic and Financial Crimes Commission (EFCC) is prosecuting Emefiele on eight counts, including criminal breach of trust, conspiracy, forgery, and unlawful possession of properties allegedly linked to proceeds of crime; Emefiele has entered a plea of not guilty. Eric Ocheme, who was named in the charges, is reported to be at large. Justice Yusuf Halilu has adjourned the trial for continuation on November 3, 4, and 5, 2026.
