Three months following President Bola Tinubu’s declaration of a state of emergency on food security in Nigeria, the challenges facing food producers in the country remain unabated. In July 2023, the President declared a state of emergency on food, emphasizing the urgency and national security implications of food production and availability. This declaration demanded that the government take decisive actions to address the issues confronting Nigerian farmers and consumers.
However, farmers across the nation have yet to witness tangible improvements despite the government’s intervention, leaving many Nigerians abandoning their farms due to growing challenges. Notably, the government’s efforts have seemingly had limited impact in several states.
Multiple factors, including human insecurity and displacements, climate change, armed conflicts, rural banditry, disputes over natural resources, economic shocks, and macroeconomic instability, continue to contribute to economic stress and food insecurity in Nigeria. The Food and Agriculture Organisation of the United Nations (FAO) has stressed the need for the Nigerian government to address various key drivers of food insecurity, such as crude oil price fluctuations, regional crises, inflation, supply chain disruptions, and vulnerability to climate change, in order to achieve agricultural transformation.
A recent report by the FAO confirmed that 24 million Nigerians experienced food insecurity between June and August 2023. Furthermore, Nigeria’s headline inflation rate in September 2023 reached 26.72 percent, with high food prices contributing to a 30.6 percent inflation rate, suggesting that the state of emergency declaration on food security has yet to yield the desired transformation in food and nutrition security.
While the Minister of Agriculture and Food Security, Abubakar Kyari, unveiled a comprehensive roadmap to advance the President’s Renewed Hope Agenda in the agricultural sector, the current budget allocation of N426.98 billion (1.96 percent of the national budget) falls significantly short of the 10 percent recommended by the Maputo Declaration for agricultural funding. This low budgetary allocation underscores a lack of commitment to the sector’s transformation.
Moreover, there is no known supplementary budget allocated to support the objectives of the state of emergency on food security. The Ministry of Agriculture and Food Security is implementing projects to assist farmers in cultivating staple food crops, providing critical farm inputs at subsidized rates, and promoting modern farming techniques, but the challenges persist, and more needs to be done to ensure food security in Nigeria.
