Building a Competitive and Inclusive Economy Governor Cardoso emphasized that a modern payment system is a “strategic national asset” essential for national development. He highlighted that the initiative aims to:
-
Strengthen payment infrastructure to ensure international competitiveness.
-
Deepen financial inclusion, ensuring every Nigerian can participate in the formal financial sector.
-
Reduce the cost of doing business while boosting productivity and transparency.
Cardoso acknowledged that Nigeria has already established itself as a global leader in fintech and digital payments over the past two decades. He noted that the new framework is built upon this strong foundation, aiming to adapt to a rapidly changing global landscape where payment systems are key platforms for innovation rather than just fund transfers.
Strategic Goals and Implementation The PSV 2028 is a core component of the CBN’s ongoing reform agenda that began in 2023. The initiative is expected to:
-
Stabilize the economy and improve Nigeria’s balance of payments.
-
Facilitate smoother trade and remittance flows.
-
Boost investor confidence through increased system resilience.
Governor Cardoso stressed that the success of this vision relies on a collaborative effort between the CBN, banks, fintech companies, the Nigerian Communications Commission, and telecommunications providers.
Five Pillars of the Framework Dr. Muhammad Abdullahi, the CBN’s Deputy Governor for Policy, outlined the five mutually reinforcing priorities of PSV 2028:
-
Infrastructure: Building interoperable and resilient payment systems capable of supporting a digital economy at scale.
-
Inclusion: Prioritizing financial literacy, consumer protection, and broader access for households and businesses.
-
Innovation: Embracing transformative technologies such as artificial intelligence, open banking, and digital assets.
-
Efficiency: Improving the overall speed and security of financial transactions.
-
Integrity: Safeguarding the stability and reliability of the financial system.
