According to a statement on Thursday by Tinubu’s Special Adviser on Information and Strategy, Bayo Onanuga, the development followed a meeting between both leaders at the Urugwiro Presidential Villa in Kigali, where Tinubu arrived for the Africa CEO Forum.

Both presidents emphasised the need to reactivate the Joint Permanent Ministerial Commission (JPMC), first signed in 2021, describing it as an important platform for advancing shared diplomatic and economic goals. They also agreed that the next JPMC meeting should be hosted by Nigeria.

During discussions on consular issues, President Tinubu said Nigeria would consider reciprocating Rwanda’s 30-day visa-free policy for Nigerian citizens, in line with efforts to promote Pan-African cooperation.

The leaders also reviewed existing Memoranda of Understanding (MOUs) covering areas such as tourism, illicit drug control, and anti-corruption, reaffirming their commitment to deeper regional integration and mutual development.

In addition, Tinubu and Kagame explored ways to operationalise the African Continental Free Trade Area (AfCFTA) between both countries, a framework they both strongly support.

Nigeria is also reportedly in talks with RwandAir to enhance air cargo connectivity, building on its existing arrangement with Uganda Airways to expand export opportunities for Nigerian businesses across Africa.

The discussions took place as the Africa CEO Forum officially commenced in Kigali.
