According to the police, the directive is part of renewed efforts to strengthen discipline, professionalism, and operational efficiency within the force.

reports that the development was announced in a statement issued on Thursday by the FCT Command’s Police Public Relations Officer, Josephine Adeh, following an emergency meeting with Area Commanders, Divisional Police Officers, and heads of tactical units.

Sanusi said the assessment is intended to improve officers’ emotional stability, decision-making, and overall effectiveness in carrying out their duties.

The statement added that the exercise will commence with junior officers on Monday, May 4, 2026.

“In a decisive move to strengthen discipline, welfare, and operational efficiency, the Commissioner of Police also directed the Command’s Medical Director, ACP (Dr.) Ifayase Olabanji Akinola, and the Police Counselling Unit, to commence a comprehensive psychological and mental health assessment of all personnel of the command.

“The exercise, which will begin with junior officers on Monday, 4th May 2026, is aimed at enhancing emotional stability, sound judgment, and overall performance, both on and off duty,” the statement read in part.

The police commissioner explained that the initiative is part of broader reforms designed to ensure officers uphold the highest standards of conduct at all times.

Sanusi also issued a strong warning against indiscipline, urging officers to maintain professionalism and strictly respect human rights laws in the discharge of their responsibilities.

He directed senior officers to return to their various formations and brief subordinates on the new directives, noting that compliance reports must be submitted to the command headquarters.

The CP further warned that supervising officers would be held responsible for the actions of personnel under their watch.

He also called on residents of the FCT to remain law-abiding and report suspicious activities to security agencies through designated emergency channels.

The move comes amid renewed public concern over police conduct following a viral video from Delta State allegedly showing a police officer involved in the killing of a suspect.

The incident sparked widespread outrage nationwide and prompted internal disciplinary measures, intensifying calls for greater accountability and reform within the police force.

The directive was delivered during the command’s end-of-month strategic conference held at the Police Officers’ Mess in Minna, which was attended by Heads of Departments, Area Commanders, Tactical Commanders, and Divisional Police Officers.

During the meeting, Elleman reinforced directives from the Inspector-General of Police on professionalism, discipline, respect for human rights, and a zero-tolerance stance on corruption. He warned officers against misconduct, abuse of office, and poor supervision of subordinates.

A major part of the new directive is the total prohibition of police involvement in land dispute matters.

The Commissioner emphasised that such cases are strictly civil in nature and should be handled only by competent courts, instructing officers to stay clear of ownership disputes.

He, however, noted that police intervention is only permissible where clear criminal offences such as forgery, trespass, or intentional property damage are involved.

Elleman also cautioned against unlawful or prolonged detention of suspects without court approval, stressing the constitutional right to presumption of innocence and the need for due process in investigations.

In another major reform, he announced restrictions on the proliferation of tactical units within the command, stating that all responses to violent crimes will now be centralised under a structured unit with clear procedures and compulsory training.

He further directed Divisional Police Officers to strengthen supervision of personnel, adopt measurable performance standards, and ensure thorough investigation of cases to prevent wrongful arrests and weak prosecution outcomes.

The chairmen, Hon. Ominyi Jackson Adah of Oju and Hon. Silas Odeh of Obi, visited Ukpute in Ainu Ette, one of the affected areas, after violence broke out earlier in the week.

Community sources said the crisis began on Monday when a woman from Ukpute was allegedly attacked and seriously injured while working on her farm.

The incident reportedly sparked retaliation from Ukpute youths, who abducted 19 people in a reprisal attack.

In response, the council leaders deployed security operatives, including military and police personnel, to restore order in the affected communities.

Authorities confirmed that the intervention led to the safe rescue of all abducted persons, who have since been reunited with their families.

During their visit, both chairmen urged residents to remain calm and avoid further retaliation, warning that continued violence could worsen the situation.

They emphasised the need for peaceful coexistence and called on community members to embrace dialogue instead of conflict.

Meanwhile, the Omi Ny’Igede Youth Wing Development Association (ONYWDA) Worldwide has appealed for urgent humanitarian support for those affected by the clash.

The group called on the Benue State Government through the State Emergency Management Agency (SEMA) and the National Emergency Management Agency (NEMA) to provide relief materials for displaced families.

It noted that many victims are currently in need of food, shelter, and medical attention due to the disruption caused by the violence.

Communal conflicts in parts of Benue State are often linked to land and boundary disputes, with authorities consistently urging early intervention and dialogue to prevent escalation.

Security agencies remain stationed in the area to maintain peace and prevent a recurrence of hostilities.
