Nigerian Govt Slashes Duties On Rice, Cars, Drugs And Sugar In New Tariff Review.

The Federal Government has approved the implementation of the 2026 Fiscal Policy Measures (FPM), introducing major adjustments to import tariffs aimed at boosting growth across key sectors of the economy.....KINDLY READ THE FULL STORY HERE▶

The approval was contained in a document dated April 1, 2026, signed by the Minister of Finance, Wale Edun, and it replaces the 2023 Fiscal Policy Measures.

A key feature of the new policy is the revision of import duties across 127 tariff lines covering goods such as rice, sugar, vehicles, pharmaceuticals, and industrial inputs. The government said the changes are intended to stimulate growth in critical sectors.

Under the new structure, the Import Adjustment Tax (IAT) on products like crude palm oil has been reduced to an effective rate of 28.75 percent, down from previous higher charges.

In the automotive sector, tariffs on fully built passenger vehicles, including SUVs and station wagons, have been cut to 40 percent from 70 percent under the 2015 framework.

To smooth implementation, importers who opened Form M before April 1 have been given a 90-day grace period to clear goods at the old rates.

However, the policy also introduces a new excise duty system and a green tax surcharge scheduled to begin on July 1, 2026.

Key tariff changes include:

  • Antimalarial drugs: 20%
  • Rice (above 5kg): 47.5% (down from 70%)
  • Broken rice: 30% (down from 70%)
  • Wheat flour: 70%
  • Crude palm oil: 28.75% (down from 35%)
  • Raw sugar: 55% (down from 70%)
  • Refined sugar: 57.5% (down from 70%)
  • Margarine: 40%
  • Refined salt: 55% (down from 70%)
  • Envelopes: 40% (down from 50%)
  • Notebooks/diaries: 30% (down from 40%)
  • Ceramic tiles: 35%–46.25% (various reductions)

Steel and industrial inputs:

  • Steel products: generally reduced to 35% from 45%
  • Cold-rolled steel: 15%
  • Hot-rolled steel bars: 35%

Other reductions:

  • Electrical apparatus: 10% (from 20%)
  • Rail locomotives (SKD/CKD): 0% (from 5%)
  • Agricultural and manufacturing machinery: 0% (from 5%)
  • Medical and industrial equipment: reduced to 0–10% range

Green tax exemptions include:

  • Vehicles below 2000cc
  • Mass transit buses
  • Electric vehicles
  • Locally manufactured vehicles

The government said the reforms are aimed at balancing revenue generation with economic stimulation, supporting local industries, and reducing the cost of essential imports.
