Senate Breaks Silence On Bill To Criminalise Dual Party Membership.

The Nigerian Senate has explained its delay in taking a stance on the proposed amendment to the Electoral Act aimed at criminalising dual party membership, noting that the bill has not yet been formally forwarded from the House of Representatives.....KINDLY READ THE FULL STORY HERE▶

Chairman of the Senate Committee on Media and Publicity, Yemi Adaramodu, stated that the Senate cannot consider or debate any bill that has not been transmitted to the upper chamber.

He emphasized that Nigeria operates a bicameral legislature, meaning the Senate can only act on legislation after the House has completed its process.

Adaramodu outlined that the bill must first pass its first and second readings in the House, undergo a public hearing, be debated and approved, and then be sent to the Senate for concurrence.

He stressed that until these procedures are concluded, the Senate is unable to officially engage with the proposal.

The amendment seeks to outlaw membership in more than one political party, nullify such affiliations, and introduce tougher penalties for violators.

If passed, offenders could face a fine of up to ₦10 million, a prison term of up to two years, or both. It also proposes that individuals found guilty of dual membership would lose recognition across all political parties until their status is corrected.

The bill is intended to tackle persistent issues such as political defections, manipulation of party registers, and weak enforcement of internal party discipline.

Currently, while multiple party memberships are discouraged, enforcement remains largely administrative, with no significant criminal penalties.

For the amendment to become law, it must be approved by both chambers of the National Assembly before being sent to the President for assent. Until then, the Senate maintains it cannot take an official position on the matter.
