Edo Assembly Adhoc Committees Direct Gov Okpebholo to Take Over Radisson Hotel, MOWAA.

The Edo State House of Assembly ad hoc committees investigating the ownership, legal, and financial status of Radisson Hotel and the Museum of West African Arts (MOWAA) have directed the state government to take full control of both properties, citing irregularities in their acquisition.....KINDLY READ THE FULL STORY HERE▶

The committees presented their final reports at a press briefing in Benin on Tuesday, March 10, 2026, led by Ibhamawu Jonathan Aigbonkhai, chairman of the Radisson Hotel committee, and Addeh Emankhu Isibor, chairman of the MOWAA committee.

Ibhamawu, who is also the Majority Leader of the House, revealed that the Radisson Hotel was purchased by the Edo State Government under former Governor Godwin Obaseki for N2 billion on December 23, 2021. He noted that the Certificate of Occupancy issued in the name of Hospitality Investment and Management Company (HIMC) is invalid, as HIMC never purchased the hotel, and no documents exist transferring ownership from the state.

The committee found that there was no approval from the State Executive Council or House of Assembly for the transfer of the hotel to HIMC or the Ministry of Finance Incorporated (MOFI). Agreements attempting to transfer ownership through HIMC shares were deemed void ab initio, and no funds from the alleged N10 billion transaction were paid to the state. The report also highlighted conflicts of interest, noting that Obaseki appointed his own company, Afri Invest Capital, as financial advisors and his business partner, Asue Ighodalo, as legal counsel for the transaction.

The committees recommended that the Edo State Government immediately retake full control of the hotel, revoke the fraudulent Certificate of Occupancy, and engage competent contractors to complete renovations and make the hotel operational. They also advised pursuing legal action with anti-graft agencies to recover N17.5 billion still held by escrow agents, Meristem Trustees Limited and Emerging Africa Trustees Limited.

For MOWAA, Isibor directed the government to reclaim full possession of the land and building, as the property was entirely funded by the state. The committee found that the title of the land remains with Central Hospital, Benin City, and was never legally revoked. Investigations showed that N3.85 billion from the state was used to develop MOWAA, with no evidence of foreign or local donations.

The committee further revealed a conflict of interest, noting that Philip Iheanacho, MOWAA Director, is a long-time business partner of former Governor Obaseki. Neither disclosed their relationship to the State Executive Council or House of Assembly before transferring state funds and attempting to assign land ownership to Iheanacho. The committee also concluded that MOWAA’s claims of raising $18–38 million for the project contradict audited financial statements.

In summary, both committees urged the Edo State Government to assert full ownership of Radisson Hotel and MOWAA, revoke illegitimate titles, and ensure the properties are put to public use for the benefit of Edo State citizens.

FERMA’s South-East 2 Zonal Director, Suleiman Mohammed Omonowo, issued the warning during an inspection of the project, cautioning against the burning of tyres during celebrations, which he said could damage the road surface.

He noted that destructive practices by some youths and community members often contribute to the early failure of road projects across the country.

“Our advice to road users, especially indigenes, is to protect the road from destruction. Let nobody come and destroy it or burn tyres in the name of celebration,” he said.

Omonowo said the Aba–Azumini highway was previously in a very bad condition before FERMA intervened, describing it as a death trap for commuters and residents.

He also expressed satisfaction with the quality of work done on the project, adding that drainage structures such as catch pits would help prevent flooding and extend the lifespan of the road.

According to him, the highway serves as a major link between Aba, several Abia communities, and Cross River State, carrying heavy traffic daily.

He urged local construction firms to improve on quality delivery to compete effectively with foreign contractors.

Meanwhile, the Federal Roads Maintenance Engineer in Abia State, Festus Okafor, said FERMA workers have not faced harassment or violence from residents during operations in the state.

The incident reportedly occurred on April 13, 2026, while inmates were being conveyed from the Medium Security Custodial Centre in Potiskum to Damaturu.

In a statement issued in Damaturu, the Command’s Public Relations Officer, DSC Abdullahi Adamu, said the vehicle conveying the inmates was involved in a crash during the journey.

He said the accident happened while efforts were ongoing to rescue those affected.

Delivering judgment on Wednesday, Justice Nkeonye Maha set aside the decision of the university’s Central Student Disciplinary Committee, ruling that the students were denied fair hearing during the disciplinary process.

The court held that the failure to allow the students call witnesses and present evidence violated their constitutional right to fair hearing, rendering the sanctions against them invalid.
