The directive was issued by the Chief of Army Staff, Lieutenant General Faruk Shaibu, during an operational assessment visit to the Headquarters of the Joint Task Force North-East, Operation Hadin Kai, in Maiduguri, Borno State, on March 7, 2026, according to a press release from the Nigerian Army on March 8.

The visit aimed to assess the security situation, review ongoing operations, and strengthen coordination with other security agencies addressing remaining threats.

Shaibu commended the troops for their dedication and sacrifices, emphasizing that defensive positions are no longer sufficient. “Troops must continue to take the fight to terrorists wherever they are found,” he said.

He stressed the importance of improved intelligence gathering, effective unit coordination, and sustained operational momentum to consolidate gains against terrorist groups. Troops were also directed to maintain an aggressive posture to restrict terrorist movement, especially during and after the Ramadan period.

The Theatre Commander of Operation Hadin Kai, Abdulsalam Abubakar, briefed the Army Chief on recent activities, achievements, and operational challenges, assuring that the troops remain committed and professional in restoring peace and security across the North-East.

The statement noted that, despite challenges in some locations, the troops remain determined to carry out their mandate effectively.

He also approved an amendment extending the lifespan of the 2025 budget from March 31 to June 30, 2026, to ensure completion of ongoing capital projects nationwide.

Under the 2026 fiscal plan, ₦4.799 trillion is set aside for statutory transfers, ₦15.8 trillion for debt servicing, ₦15.4 trillion for recurrent spending, while ₦32.2 trillion goes to capital projects—about half of the total budget.
