Kano Deputy Governor Impeachment: Potential Successor to Aminu Gwarzo Emerges.

Published

on

Fresh political maneuvering has begun in Kano State following the Kano State House of Assembly’s decision to initiate impeachment proceedings against Deputy Governor Aminu Abdussalam Gwarzo. Several prominent figures are already being tipped as potential replacements if the process succeeds.....KINDLY READ THE FULL STORY HERE▶

Among those frequently mentioned are former deputy governorship candidate Murtala Sule Garo, ex-governorship candidate Salihu Sagir Takai, and Speaker of the House, Jibril Isma’il Falgore.

The impeachment process was triggered on Thursday over allegations of gross misconduct, abuse of office, and breach of public trust. The notice was presented during plenary by Majority Leader Lawan Hussaini Dala, who said the move complies with Section 188 of the 1999 Constitution (as amended).

According to Dala, the allegations stem from Gwarzo’s tenure as Commissioner for Local Government (2023–2024) and his current role as deputy governor. He claimed that while overseeing the state’s 44 local government councils, Gwarzo was involved in diverting funds meant for council operations.

Between June 2023 and January 2024, Abdussalam allegedly received ₦1.5 million monthly from each council, amounting to ₦66 million per month or ₦462 million over seven months. Between February and July 2024, additional payments under the guise of “special assignments” reportedly brought in ₦3.255 million monthly from each council, totaling roughly ₦726 million over six months.

“The alleged payments represent a breach of public trust and violate principles of transparency and accountability expected of a public officer,” Dala told the Assembly.

The notice also accuses the deputy governor of abuse of office, citing his alleged role in facilitating ₦10 million payments from each council to NovoMed Pharmaceuticals Limited, totaling ₦440 million—transactions reportedly in violation of state procurement and fiscal laws.

Dala added that the combined allegations amount to gross misconduct under Section 188(2) of the Constitution. The impeachment notice was endorsed by 38 lawmakers, meeting the constitutional threshold to begin the process.

“Based on these allegations, we hereby resolve that His Excellency, Aminu Abdussalam Gwarzo, the Deputy Governor of Kano State, be impeached and removed from office in accordance with Section 188 of the Constitution,” he said.

Observers suggest the move may be politically motivated. Last month, Kano Governor Abba Kabir Yusuf defected from the New Nigeria People’s Party (NNPP) to the All Progressives Congress (APC), while Gwarzo remained in the NNPP, attending meetings with party leader Rabiu Musa Kwankwaso. Since the governor’s defection, the two leaders have rarely appeared together publicly, fueling speculation that the impeachment could allow the appointment of a deputy aligned with the governor’s new political camp.

Some analysts also believe Gwarzo could emerge as a gubernatorial contender in 2027 if the impeachment proceeds.

Legal expert Audu Bulama outlined the six-stage constitutional process for removing a governor or deputy governor:

  1. At least one-third of Assembly members must sign a written notice of allegations, which the Speaker serves to the accused within seven days.

  2. Two-thirds of the Assembly must vote to investigate the claims.

  3. The Speaker requests the Chief Judge to form a seven-member investigative panel of individuals with integrity who are not politicians or public servants.

  4. The panel has three months to conduct its inquiry, allowing the accused full opportunity to defend themselves.

  5. The panel submits its report to the Assembly, stating whether the allegations are substantiated.

  6. If the panel finds the accused guilty, two-thirds of the Assembly must vote for impeachment; if cleared, the Assembly cannot proceed further.

Amaechi argued that regardless of whether the election is free or flawed, Tinubu would be defeated if credible opposition candidates are on the ballot.

He also dismissed interpretations of a Court of Appeal ruling suggesting the opposition was leaderless, insisting that such claims misrepresent the law.

According to him, the government is working to prevent strong opponents from emerging by using institutions, including the judiciary, to influence party structures.

Amaechi called on authorities to allow political institutions to function independently and ensure that all parties can field candidates without interference.

He maintained that Nigerians would ultimately decide at the polls, questioning the administration’s chances amid economic challenges and ongoing insecurity.

“How can he win with the current state of the economy and security situation?” he asked.
