Chief Executive Alan Gilpin sought to calm doubts on Thursday, emphasizing that the decision made four years ago remains unchanged. The United States was awarded the tournament by the World Rugby Council in May 2022, and Gilpin stressed that commitment is firm.

The announcement comes amid scrutiny of rugby union’s standing in the US. The national team, the Eagles, are ranked 16th globally and have yet to advance past the World Cup group stage. Their struggles were highlighted in November when they suffered a heavy 85-0 defeat to Scotland in a major Test match.

At the domestic level, the professional scene has also faced challenges. Major League Rugby has shrunk to six teams after four clubs withdrew, raising concerns about the sport’s commercial viability in a highly competitive American market. Reports in UK media have questioned whether the US can successfully deliver a tournament of this scale and financial magnitude.

“It’s set in stone, it’s been set in stone since the World Rugby Council decision in May 2022,” Gilpin told reporters after the annual Shape of the Game summit. “That’s not to say we don’t contingency plan—we contingency plan for everything as you’d expect. We have a huge number of host cities and state sports commissions excited about it, with fantastic engagement across the US.”

The US is also scheduled to host the women’s Rugby World Cup in 2033, reflecting World Rugby’s long-term strategy to grow the sport in North America.

While commercial and competitive challenges persist, discussions at the London summit also focused on the future direction of rugby.

Ahead of the summit, the French Rugby Federation and Top 14 officials expressed concerns that proposed law changes could undermine the game’s traditional structure, warning that simplifying certain aspects could weaken core elements such as scrums and line-outs.

World Rugby Chairman Brett Robinson, however, dismissed fears that the sport’s fundamentals were at risk.

“None of those issues were actually debated this week at all; they weren’t on the table,” Robinson said. “In no way were there any discussions about de-powering the scrum. Resets in the scrum are frustrating for fans, that dead time kills momentum and engagement. That’s where the conversations were focused.”

The comments underscore World Rugby’s commitment to maintaining the sport’s integrity while fostering growth in new markets.
